November 28, 1995
The meeting was called to order at 3:04 p.m. by Committee Chair Ward Nelson in
the Council Committee Room, 311 Grand Avenue.

COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE AMENDING TITLE 20, THE OFFICIAL WHATCOM
COUNTY ZONING CODE, REGARDING PLANT NURSERIES
(AB95 -442) (SCHEDULED FOR DISCUSSION IN PLANNING AND
DEVELOPMENT SERVICES COMMITTEE AND FOR A HEARING
BEFORE THE FULL COUNCIL 11128)
Vickie Hardin- Woods, Planning and Development Services, distributed a handout
(on file).
Dawson moved to recommend approval.
Motion carried unanimously.
2. A RESOLUTION ADOPTING RECOMMENDATIONS FOR OPEN
SPACE /OPEN SPACE AND OPEN SPACE /OPEN SPACE-FARM AND
AGRICULTURE CONSERVATION APPLICATIONS (AB95 -447)
Those commenting included:
Jeff Griffin, Planning and Development Services
Paul Sorensen, Citizen
Vickie Hardin -Woods
Nelson suggested sending the Planning Commission a letter requesting their
opinion as to the appropriateness of "public access" in open space ag provision being a
measurable criteria. All committee members were in agreement.

Nelson moved to recommend approval of the Planning Commission's
recommendations and remove item 8 (the Wolf property) from the resolution and also
eliminate number 4 on page 82 and elsewhere in the resolution ( "WHEREAS ") dealing
with the Wolf project.
Motion carried unanimously.
