Also Present: Absent: Marlene Dawson Larry Harris SPECIAL ORDER OF BUSINESS 1. SPECIAL PRESENTATION BY CAYAN TOPACIO OF BONNEVILLE POWER ON THE ENVIRONMENTAL IMPACT OF UPGRADING TRANSMISSION LINES (AB95 -270) Drew Dreason, Project Manager, gave the presentation. He noted that California, Washington and Canada exchange electricity needs throughout the year. Topics also briefly discussed were environmental issues and schedules (the final decision is to be made in the fall of 1995 and., if approved, the completed construction date would be the fall of 1997). It was noted the last day for comment is June 20, 1995. Nate Brown, Planning & Development Services, briefly spoke. In answer to a question, Mr. Dreason reported the benefit to rate payers is to reduce BPXs cost on the system, thereby keeping rates low. This also allows for other utility companies to work with the Canadian utility. COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL 1. COUNCIL REQUEST OF THE ADMINISTRATION TO HAVE THE PLANNING AND DEVELOPMENT SERVICES DEPARTMENT AND THE PLANNING COMMISSION CONSIDER ALLOWING STORAGE BUILDINGS AS AN OUTRIGHT PERMITTED USE IN ALL ZONES. REVIEW TO TAKE PLACE AS TIME PERMITS (AB95- 251)(FROM 5/23) Dawson moved to recommend for approval with the insertion of the word "Personal" before "storage buildings ". Nate Brown, Planning & Development, spoke. Motion carried 2 -0. ORDINANCE CONVERTING ACCESSORY DWELLINGS FROM CONDITIONAL USES TO ADMINISTRATIVE APPROVAL USES, MODIFYING THE REQUIREMENTS FOR LAKE WHATCOM AND LUMMI ISLAND, CREATING AN ADMINISTRATIVE APPROVAL SECTION FOR THE RESORT - COMMERCIAL ZONE, AND MODIFYING THE REQUIREMENTS OF ADMINISTRATIVE APPROVALS (AB95 -098A) There was much discussion of this item with Nate Brown, Planning & Development. Bob Woods, Council Program /Budget Analyst commented. As this item is scheduled for an Introduction Item at tonight's Council meeting, Brown will bring this back to the committee in two weeks (June 20).
