February 14, 1995
The meeting was called to order at 3 p.m. by Committee Chair Ward Nelson in
the Committee Room of the Council Chambers, 311 Grand Avenue.

1. RESOLUTION IN CONCEPT FOR LEASE OF COUNTY -OWNED
PROPERTY FOR SITING OF LOW -INCOME HOUSING, AND
REQUEST FOR COUNTY EXECUTIVE TO ENTER INTO
NEGOTIATIONS WITH THE OPPORTUNITY COUNCIL FOR LONG-
TERM LEASE OF PROPERTY FOR SUCH PROJECT (AB95 -050)
Marty Snyder, Opportunity Council, spoke regarding direction. Also speaking:

Dawson moved approval of the resolution with the following modifications:
delete preamble and on page 1, line 25 change "...Council that it eeneept
a...'; page 1, line 27 to add: "...County and ;:va the...';
add to page 2, line 1: ".. t W. 101,06, to the...'; and add page 2, line 2 after the end
of the sentence: ' 1 Ct t < ! d ifiamsublOwma

Henderson moved for a public hearing.
Nelson moved to bring forward to Council without recommendation.
Dawson then moved to recommend for the following language: The County shall
adopt a policy of entering agreements with the Opportunity Council to lease County land
for low income housing.

Motion carried unanimously.
(Clerk's Note. Henderson's and Nelson's motions were not voted on, as Dawson's
motion followed and everyone was approving of her motion.)
2. RESOLUTION REGARDING POLICY ON TRANSFER OF FEE-
TITLE LANDS TO FEDERAL TRIBAL TRUST STATUS (AB95 -080)

Nelson moved to recommend moving forward for approval for the Executive to
protest the transfer of fee land to trust land.
Motion carried unanimously.
3. RESOLUTION ADOPTING RECOMMENDATIONS FOR OPEN
SPACE /OPEN SPACE APPLICATIONS (AB95 -035)
Dan Taylor, Planning, spoke to this issue.
Henderson moved to recommend for approval.
Motion carried unanimously.
4. CONSIDERATION OF HEARING EXAMINER'S RECOMMENDED
APPROVAL OF A PLANNED UNIT DEVELOPMENT AND
PRELIMINARY PLAT APPLICATION, FILED BY RON KILMER FOR
"ANCHOR MANOR" (PUD 94 -0001 AND PIS 94 -001) (AB95 -038)

Department of Ecology exemptions on the subject of wells.
