Also Present: Ward Nelson Ken Henderson Absent: None Staff Present: Dan Gibson, Council's Counsel Shirley Forslof, Auditor Bob Woods, Council Budget and Program Analyst COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL 1. DISCUSSION REGARDING RESOLUTION 95 -072, PLACING THE CONSERVATION FUTURES TAX ON THE BALLOT FOR AN ADVISORY VOTE IN THE NOVEMBER 1996 GENERAL ELECTION (AB95 -428) Shirley Forslof, Auditor, reported that the advisory ballot asks only the voters' opinion, noting this has been done previously. According to Forslof, the vote has no weight. In answering a question regarding the cost of this ballot, Forslof commented the only cost would be printing the ballots, which would be a minimum of perhaps $1,000. Timing of the ballot was also discussed, noting the best time would be in September (primary) or November (general). Gibson was asked questions regarding the language of the ballot. He commented on the legality of putting the issue on the ballot. It was noted the excise tax will not hit the levy lid. There was much discussion on the language of the ballot. The committee decided that if this goes to the ballot, it should be on the primary ballot, submitting it to the Auditor by August 2 (the deadline date for the primary election).
