Also Present: Ward Nelson Ken Henderson Absent: None COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL 1. DISCUSSION WITH THE ADMINISTRATION REGARDING ESTABLISHING A COUNTY PROGRAM TO COMPLY WITH A DRAYTON HARBOR PROTECTION PLAN (AB95 -197) Harris moved to request the Administration begin analysis of existing Drayton Harbor Watershed Survey, management and closure response plans to determine the extent of a County implementation program responding to the state Drayton Harbor Shellfish closure. Harris pointed out the County has two responsibilities: one, form a Shellfish Protection District by July 11 and two, produce an implementation program to correct the problems relating to the closure. The County needs to analyze all material received to get a handle on what is needed in the County implementation program. Shirley Van Zanten, County Executive, spoke to Harris' motion. She noted the County does not have the staff to. work on the motion and wondered if this is indeed the County's responsibility. The state has made this declaration; it should be their responsibility to define the problem. Discussion followed to determine who is the responsible party. No response plan has been received from the DOE. Tom McInerney, Health Department, entered into this discussion by noting the DOE's response plan will provide a clear articulation of the actual problems and necessary responses. The discussion continued. Does the County get direction from the RCW or the Department of Ecology? The meetings were not designed to identify the problems but rather to respond to them. Harris tabled his motion until the DOE response plan has been received. Michael Freestone commented about the water quality standards.
