June 14, 1994
The meeting was called to order by Committee Chair Ward Nelson at 3 p.m. in
the Council Chambers, 311 Grand Avenue.

COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL:
1. RESOLUTION TO RECONSIDER OPEN SPACE APPLICATION OF
KARLHEINZ SCHWAB (EXTENSION OF TIME TO FILE TIMBER
MANAGEMENT PLAN) (AB94 -309)
Dawson moved to recommend approval based on the condition that
Mr. Schwab submit a Timber Management Plan within a reasonably short time.
Dawson withdrew her motion and moved to pass this item to the Council without
recommendation.
Motion carried 2 -1 with Harris opposed.
2. REQUEST TO AMEND THE URBAN FRINGE SUBAREA
COMPREHENSIVE PLAN MAP AND THE OFFICIAL ZONING MAP
FROM TOURIST COMMERCIAL TO GENERAL COMMERCIAL
FOR APPROXIMATELY 29 ACRES AND FROM URBAN
RESIDENTIAL MEDIUM DENSITY /18 DWELLING UNITS PER
ACRE TO GENERAL COMMERCIAL FOR APPROXIMATELY SIX
ACRES (AB94 -313)
Bob Tull, attorney for the applicants, requested this issue be set over for a couple
of weeks for further meetings.
This item will be held in Committee for two weeks.

3. AMENDMENT TO TITLE 21, REGARDING FINAL PLAT APPROVALS
AND EXEMPTIONS (REQUEST SUBMITTED TO COUNCIL MEMBER
MARLENE DAWSON FROM CHET LACKEY, 5/24) (AB94 -307) (MAYBE
DISCUSSED UNDER ITEM 3 ON THIS AGENDA)
Marlene Dawson, Chet Lackey, attorney, and Dan Taylor, Planning and
Development Services Department, spoke to this issue. Ken Henderson had questions
for Mr. Lackey.
Harris moved to recommend this item be forwarded to the Planning and
Development Services Department to request a change in Title 21 for their
consideration.
Motion carried unanimously.
4. DISCUSSION OF TRANSFER OF DEVELOPMENT RIGHTS (AB94 -306)
(MAY BE DISCUSSED UNDER ITEM 3 ON THIS AGENDA)
Dan Warner, property owner, spoke to this issue. Dan Taylor, Planning and
Development Services Department, also spoke.
Harris moved to recommend no action be taken on this.
Motion carried unanimously.
5. DISCUSSION OF PROPOSED TEXT AMENDMENT ALLOWING
NURSERIES AS CONDITIONAL USE IN RESIDENTIAL ZONES (AB94 -319)
(MAY BE DISCUSSED W /ITEM 3 ON THIS AGENDA)
Nate Brown, Planning & Development Services, spoke to this issue.
Dawson moved to recommend to the Council to move to the Planning
Commission.
Motion carried unanimously.
6. REPORT FROM NATE BROWN, PLANNING AND DEVELOPMENT
SERVICES DIRECTOR, REGARDING DEVELOPMENT
STANDARDS, ORDINANCE REVIEWS, SERVICE LEVELS AND
EFFICIENCY MEASUREMENTS, PROCESSING OF PERMITS (AB94-
318)
Following Mr. Brown's report, various questions were asked.

Bob Anderson, Language Consultant, 203 West Holly: Suggestions given for
dealing with above matters.
