34 There was much discussion on whether funding monies were going directly into
35 the Current Expense Fund or coming from the Drug Fund.

38 tonight's Council meeting in order for there to be a general discussion.

13 1. DISCUSSION REGARDING INCREASED STAFFING AND FUNDING FOR
14 WHAT -COMM COMMUNICATIONS SERVICES (AB95 -339)

23 Sheriff Brandland noted the problems have continued to magnify over the past
24 year. There is inadequate .staffing; the training process is very lengthy; and few days off
25 . can be taken. He stated What -Comm staff would like the Council to make a
26 commitment that more staff is appropriate. They are not asking for funding.

28 Wareing passed out handouts. He noted no increase for funding would be
29 requested, as there is a zero net gain in cost to the County.

31 Van Zanten stated that no final decision has been made as yet by the
32 Administrative Board on a recommendation or adoption of a proposed organizational
33 chart for the future operation of What -Comm. Another consideration is how the funding
34 formula is set up for distribution of the costs. The Interlocal. Agreement setting up the
35 entire What -Comm has expired and must be rewritten.

37 Other topics discussed included: increased administrative part of the center
38 without the staff being increased; increased assessment of rural fire districts and Medic
.39 One; fire services coordinator position, especially being funded by the fire districts;
40 bureaucracy; the position of the fire chiefs; and funding issues.
