Also Present: Ward Nelson Marlene Dawson Absent: None COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL 1. RESOLUTION AUTHORIZING THE ADMINISTRATION TO APPLY FOR A COMMUNITY DEVELOPMENT BLOCK GRANT IN THE AMOUNT OF $500,000 (AB95 -427) Paul Schissler gave a brief presentation on this item. He noted this would be a partnership among the County, Whatcom Self -Help Homes, and various builders. A question and answer period followed. Schissler noted the grant would be administered through either Administrative Services Department or Planning and Development Services. Also discussed was staffing; number of lots and usage; and the market price of these lots. Nate Brown, Planning and Development Services, commented. Dawson moved to move forward without recommendation. COUNCIL "CONSENT AGENDA" ITEMS 1. BID AWARD RECOMMENDATION FOR JAIL FOOD SERVICE SUPPLIES FOR NOVEMBER 11 1995 THROUGH OCTOBER 31, 1996 TO MULTIPLE VENDORS FOR FRUITS AND VEGETABLES AND TO LOW BIDDERS FOR DAIRY, BREADS AND GROCERIES (AB95- 429) Nat Dickinson, Purchasing Manager, commented. Starkenburg moved to recommend approval. Motion carried unanimously. BID AWARD RECOMMENDATION FOR TWO ONE -TON TRUCKS TO THE LOW BIDDER, PIONEER FORD, INC. IN THE TOTAL AMOUNT OF $47,332.82 (AB95 -430) Jeff Monsen, Public Works, commented. Nelson moved to recommend approval. Motion carried unanimously. 3. RECOMMENDATION OF CONTRACT AWARD TO THE HIGHEST RATED AND LOWEST BIDDER, JAMES G. MURPHY COMPANY, FOR AUCTIONEERING SERVICES OF SURPLUS PROPERTY ON AN AS- NEEDED BASIS, USING THE AUCTIONEER'S STAFF AND FACILITY, FOR A PERIOD OF THREE YEARS (AB95 -431) Nat Dickinson, Purchasing Manager, commented. Also commenting was Ken Henderson, Council member. Dawson moved to recommend approval. Motion carried unanimously.
