The meeting was called to order at 3 p.m. by Committee Chair Ward Nelson in
the Committee Room of the Council Chambers, 311 Grand Avenue.

COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE ADOPTING THE WHATCOM COUNTY CRITICAL
AREAS REGULATIONS TO COMPLY WITH THE WASHINGTON
STATE GROWTH MANAGEMENT ACT (AB94 -548A)

Harris moved for recommendation for approval of the emergency ordinance.
Motion failed 1 -2 with Harris in favor.
Nelson moved for recommendation for forwarding to the Council without
recommendation.
Motion carried 2 -1 with Harris opposed.
2. REQUEST FOR REVIEW AND APPROVAL OF MODIFICATIONS
TO THE CONTRACT BETWEEN THE FIRS BIBLE AND
MISSIONARY CONFERENCE CENTER AND WHATCOM COUNTY
(FOR A PROJECT TO BE KNOWN AS ANDERSON LODGE) (AB94-
588)
Jeff McClure of Ross McClure addressed the Committee.

Dawson moved for recommendation to modify the agreement between Whatcom
County and The Firs to include the contract language provisions proposed in the
November 3, 1994 letter to the Council from Ross McClure.
Motion carried unanimously.
3. REFERRAL OF A PROPOSED ORDINANCE (REMOVING LOT
CONSOLIDATION REQUIREMENTS FROM TITLE 20) TO THE
PLANNING COMMISSION AND PLANNING AND DEVELOPMENT
SERVICES DEPARTMENT (AB94 -516A)
