Also Present: Absent: Ward Nelson None Barbara Brenner COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL: 1. ORDINANCE AMENDING THE BUDGET, REQUEST NO. 8 (AB94 -432) Nelson moved for recommendation for approval. Motion carried 2 -1 with Brenner opposed. COUNCIL "CONSENT AGENDA" ITEMS: 2. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN AGREEMENT WITH THE WASHINGTON STATE DEPARTMENT OF COMMUNITY, TRADE AND ECONOMIC DEVELOPMENT FOR A MULTI - JURISDICTIONAL DRUG TASK FORCE GRANT (AB94 -464) Brenner moved for recommendation for approval. Motion carried unanimously. 3. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH SUE BROWNE TO HELP DEVELOP THE ENVIRONMENTAL CHAPTER OF THE COMPREHENSIVE PLAN FOR A MAXIMUM AMOUNT OF $3,500 (AB94 -465) Brenner moved to table this item until the next Committee meeting. Brenner withdrew her motion. Nelson moved to send forward without recommendation. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A COLLECTIVE BARGAINING UNIT AGREEMENT WITH LOCAL 17 (HEALTH DEPARTMENT ENVIRONMENTAL HEALTH SPECIALISTS) (AB94 -466) Larry Mans, Human Resources, answered questions. Nelson moved for recommendation for approval, realizing there may be more questions other Council Members may have, leading to a possible executive session tonight. Motion carried unanimously. 5. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A 25 -YEAR LEASE AGREEMENT WITH THE NOOKSACK VALLEY SCHOOL DISTRICT TO PROVIDE A COMPREHENSIVE OUTDOOR EDUCATION PROGRAM AND SITES FOR USE BY SCHOOLS AND THE PUBLIC (AB94 -467) Roger DeSpain, Parks & Recreation, answered questions. Nelson moved for recommendation for approval. Motion carried unanimously. 6. BID AWARD RECOMMENDATION FOR THE HORTON ROAD DETENTION POND TO THE LOW BIDDER, JU CORPORATION OF FERNDALE, FOR $69,531.00, INCLUDING TAXES (AB94 -468) Jeff Monsen, Transportation Services, spoke. Brenner moved for recommendation for approval. Motion carried unanimously. 7. BID AWARD RECOMMENDATION FOR THE FRIDAY CREEK DETENTION STRUCTURE AND CHANNEL CLEANING TO ONE WAY CONSTRUCTION, INC. FOR $57,247.00 (AB94 -469) Nelson moved for recommendation for approval. Motion carried unanimously. Finance Minutes, 9/13/94, Page 2 8. BID AWARD RECOMMENDATION FOR AN EXCAVATOR FOR BRIDGE MAINTENANCE AND RIVER WORK TO THE RESPONSIVE BIDDER, NC MACHINERY COMPANY, FOR $201,131.09 (AB94 -470) Speakers: Jeff Monsen, Transportation Services Jamie Henifin, Henifin & Assoc., read a letter into the record. Lloyd Ludtke, Ludtke Pacific Trucking Art Anderson, 5326 Williams Road Ken Henderson, Council Member Gene Goldsmith Wayne Beach, 8702 Silver Lake Road, Maple Falls Skip Richards Nelson moved to recommend this item not be approved. Motion carried unanimously. Committee then discussed whether to not accept Federal funds, which would have paid for this item, as well as for the next item on the agenda. Jeff Monsen asked for direction from Council and noted that the supplemental budget request also related to this item. No action was taken. 9. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN AGREEMENT AMENDMENT WITH WALKER & ASSOCIATES ON BEHALF OF THE BOARD OF SUPERVISORS OF THE FLOOD CONTROL ZONE DISTRICT FOR SURVEYING AND MAPPING SERVICES FOR $15,015 (AB94 -484) Speakers: Jeff Monsen, Transportation Services John Matzinger, Transportation Services Lloyd Ludtke Brenner moved for recommendation for approval.
