Also Present: Absent: Ward Nelson None Barbara Brenner (ITEMS 1 -3 SCHEDULED FROM 9:30 - 10:00 A.M.) COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL 1. ORDINANCE AMENDING THE BUDGET, REQUEST NO. 10 (AB94- 521) Nelson moved to recommend for approval. Motion carried unanimously. COUNCIL "CONSENT AGENDA" ITEMS 2. BID AWARD FOR AN ENGINEERING READER PRINTER TO THE LOWEST RESPONSIVE BIDDER, MINOLTA BUSINESS SYSTEMS, FOR $28,719.53 INCLUDING OPTIONAL EQUIPMENT AND SALES TAX (AB94 -536) Jeff Monsen, Transportation Services, spoke to this issue. Starkenburg moved to recommend for approval. Motion carried unanimously. 3. REQUEST FOR AUTHORIZATION FOR INSTALLATION OF A LOCAL AREA COMPUTER NETWORK FOR THE ELECTION MANAGEMENT SYSTEM AS PROVIDED IN THE 1994 BUDGET TO 3 -D COMPUTER CORPORATION FOR $56,974.67(AB94 -537) Shirley Forslof, Auditor, spoke to this issue. BUDGET REVIEW OF THE 1995 WHATCOM COUNTY BUDGET 8 FOR THE FOLLOWING DEPARTMENTS: AUDITOR, ASSESSOR, 9 TREASURER, EXECUTIVE /MISC. NON - DEPARTMENTAL, AND 10 HEARING EXAMINER (AB94 -551) 11 12 Shirley Forslof, Auditor, discussed changes, election costs, goals and the budget. 13 She also gave out a handout. 14 15 Terry Hinz, Auditor, discussed reserve fund balance. 16 17 Deidre Phillips, citizen, spoke to cuts benefitting women and youth. 18 19 Keith Willnauer, Assessor, expressed serious concern regarding their resource 20 capability to meet its statutorily required functions, with particular attention drawn to the 21 staffing level. He also noted the need for updated software and hardware for their 22 computers. 23 24 Barbara Cory, Treasurer, commented on a technological concern: no major 25 update on the software has been done since 1983, which would make her office more 26 efficient. Much of the first half of the year was spent handling problems with the JD 27 Edwards' system. Also, their funding for an ADA employee was not set aside, and this 28 created a hardship for them. 29 30 Shirley Van Zanten, Executive, spoke to non - departmental budgets and answered 31 questions. 32 33 Ed Good, Hearing Examiner, briefly spoke to request restoring the $2,000 from 34 Professional Services and $2,000 from Extra Help the Executive suggested cutting.
