Also Present: Ward Nelson Barbara Brenner Absent: None Committee Discussions and Recommendations to Council 1. DISCUSSION WITH COUNTY AUDITOR'S STAFF: WORK PLAN FOR INTERNAL AUDITOR (AB94 -503A) Speakers: Shirley Forslof, Auditor Kim Herrenkohl, Internal Auditor Terry Hinz, Chief Deputy Auditor Barbara Cory, Treasurer Tom Sutberry, Administrative Services Kim presented her view of the internal audit function and then asked for input from the Committee /Council regarding areas of concern. Handouts were provided. Starkenburg recommended the Internal Auditor ask Tom Sutberry call a meeting with all department heads regarding expectations, etc. Details would then be sorted out in Committee and then be followed up with the full Council. COUNCIL "CONSENT AGENDA" ITEMS 2. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT WITH ST. JOSEPH RECOVERY CENTER FOR $75,215 FOR SUBSTANCE ABUSE TREATMENT AND PREVENTION (AB94 -517) John Hooper, Combined Treatment Services, spoke to this issue and provided a handout. Motion carried unanimously. 3. BID AWARD RECOMMENDATION TO ESTABLISH JAIL FOOD SERVICE SUPPLIERS FOR NOVEMBER 1, 1994 TO OCTOBER 31, 1995 AS FOLLOWS: (AB94 -518) •FRESH FRUITS AND VEGETABLES (AWARD TO MULTIPLE VENDORS): FOOD SERVICES OF AMERICA, FOOD SERVICES, INC., KRAFT FOOD SERVICE, RYKOFF - SEXTON AND SYSCO FOOD SERVICE OF SEATTLE •DAIRY PRODUCTS: AWARD BID TO THE LOW BIDDER, DAIRY DISTRIBUTING INC., AT AN ESTIMATED ANNUAL COST OF $20,932.00 •BREADS: AWARD BID TO THE LOW BIDDER, CONTINENTAL BAKING CO., AT AN ESTIMATED ANNUAL COST OF $14,430.14 •GROCERIES AND SUPPLIES: AWARD BID TO THE LOW BIDDER, FOOD SERVICES, INC., AT AN ESTIMATED ANNUAL COST OF $59,072.20 Nat Dickinson, Purchasing Manager, spoke to this issue. Starkenburg moved for recommendation for approval. Motion carried unanimously. 4. REQUEST FOR APPROVAL OF INCREASE IN CONTRACT LIMIT FOR PRO TEM HEARING EXAMINER SERVICES AND WAIVER OF BID TO PATRICK GALLERY FOR UP TO $12,000 AND AUTHORIZATION FOR THE EXECUTIVE TO SIGN CONTRACT (AB94 -519) Carol Ortner spoke for the Hearing Examiner on this issue. Brenner noted she is awaiting to hear from the Hearing Examiner and Karen Frakes to meet regarding administratively streamlining the uncontested requests for accessory housing. Nelson requested this item be placed on the Planning & Development Committee. Nelson moved for recommendation for approval.
