Also Present: Ward Nelson Marlene Dawson Absent: None COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL 1. BID AWARD RECOMMENDATION FOR TWO TEN -YARD DUMP TRUCKS TO THE LOW BIDDER, MOTOR TRUCKS, INC., FOR A TOTAL OF $186,346.68, INCLUDING SALES TAX (AB95 -161) (FROM 3/28) Dawson moved to recommend for approval knowing that there will be a reduction of a total of four (4) in the total fleet, and on -going discussions will be included as to the business plan dealing with privatization. Motion carried unanimously. COUNCIL "CONSENT AGENDA" ITEMS 1. BID AWARD TO THE BELLINGHAM HERALD FOR WHATCOM COUNTY'S OFFICIAL NEWSPAPER AND AUTHORIZE THE EXECUTIVE TO SIGN A CONTRACT WITH THE BELLINGHAM HERALD AS WHATCOM COUNTY'S OFFICIAL NEWSPAPER (AB95 -072A) Shirley Forslof, Auditor, briefly commented. Nelson moved to recommend for approval. Motion carried unanimously. 40 2. RESOLUTION ESTABLISHING COUNTY ROAD PROJECT NO. 41 994016 AND THE AWARD OF CONTRACT FOR REPLACEMENT OF 42 H STREET ROAD BRIDGE NO. 41 OVER BERTRAND CREEK TO 43 THE LOW BIDDER, ONE WAY CONSTRUCTION COMPANY FOR 44 $317,224.20 (AB95 -184) Finance Minutes, 4/11/95, Page 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 Starkenburg moved to recommend for approval. Motion carried unanimously. 3. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A TWENTY -FIVE YEAR LEASE OF COUNTY LAND AT SMITH AND NORTHWEST ROADS WITH THE BOYS AND GIRLS CLUB OF WHATCOM COUNTY FOR THE DEVELOPMENT OF BASEBALL FIELDS (AB95 -185) Shirley Van Zanten, Executive, and Jeff Monsen, Public Works, spoke to this issue. Handouts for this and the following item were provided. Dawson moved to recommend for approval. Motion carried unanimously. 4. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A TWENTY -FIVE YEAR LEASE OF COUNTY LAND AT SMITH AND NORTHWEST ROADS WITH THE SOCCER COMMISSION FOR THE DEVELOPMENT OF SOCCER FIELDS (AB95 -186) Dawson moved to recommend for approval. Motion carried unanimously.. OTHER BUSINESS FOLLOW -UP DISCUSSION WITH WHATCOM COUNTY ASSESSOR KEITH WILLNAUER ON APPRAISAL EFFORTS (FOLLOW -UP TO THE STATE DEPARTMENT OF REVENUE'S PRESENTATION OF MARCH 7) (AB94 -584) (10 MINUTES) Keith Willnauer, Assessor, gave some background information on the study done by the state. One of the major issues is the lack of tooling; i.e., personal computers. Noting that in spite of his 28 employees and five computers, state law standards must still be met. He is not now requesting a supplemental budget for these computers in order to keep up with the increased revenue production, but this request will be upcoming in the future. He stressed the importance of having more personal computers in order to become more efficient and effective. Finance Minutes, 4/11/95, Page 2 1 Shirley Van Zanten, County Executive, noted her office has not yet received a 2 copy of the Department of Revenue's report already given to the Assessor's Office and 3 Council Members. 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 Nelson volunteered to meet with Willnauer to discuss budgetary concerns. Barb Cory, Treasurer, noted the importance of the Assessor's and Treasurer's Office impacting each other. Bob Woods, Council Budget /Program Analyst, commented regarding the scope of office interrelationships. Shirley Forslof, Auditor, commented on having equipment being interdepartmentally user friendly. The Committee agreed there is a need for more personal computers in the Assessor's Office. They articulated to Administration with a request for the Executive to set up a meeting with Council Members and other departments to discuss this matter, examine the information on hand and consider financial matters. This group will then report to the Committee at a later time. OTHER BUSINESS Tom Sutberry, Administrative Services, requested a press release be sent regarding the County's involvement in the soccer lease. He stated the public is not aware of the County's involvement in this matter and thought that some good PR (public relations) is called for.
