Also Present: Ward Nelson Barbara Brenner Absent: None COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL: 1. ORDINANCE AMENDING THE 1994 BUDGET, REQUEST NO. 4 (AB94- 261) (FINANCE) Speakers: Tom Sutberry, Administrative Services Shirley Forslof, Auditor Gary Wood, Juvenile Court Probation Shirley Van Zanten, County Executive Marsha Gunning, Mental Health Coordinator Nate Brown, Planning & Development Services Ken Henderson, Council Member Brenner moved to recommend to amend page 225, lines 4 and 5 of Attachment A by replacing on line 4 "Chief Accountant" with "Chief Deputy Auditor" and leave this within the Auditor's Office. Motion carried unanimously. Brenner moved to recommend to delete "Field Auditor" on page 225, line 5 of Attachment A. Motion carried unanimously. Brenner moved to recommend tabbling Juvenile Court Probation's request to obtain more information on whether or not this money can come out of the Self - Insurance Fund. No action was taken on this motion after the Executive asserted that as it is not possible for the monies to come out of the Self - Insurance Fund. Finance Minutes, 5/24/94, Page 1 Brenner moved to recommend reducing the Mental Health Current Expense Transfer by $25,000 and appropriate that $25,000 to the Substance Abuse Fund. Nelson moved to recommend removal of this item from this current supplemental until this evening's Council meeting. Program Analyst Bob Woods informed the Chair he could move at his discretion, so the Chair moved by choice to the next item without a vote on these items. Brenner moved to recommend deletion of Item 9 and in its place recommend a Supplemental Request for a Solid Waste employee (not management) to deal with these issues now. Woods noted that the Council could delay action on the Supplemental Budget. 2. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT FOR TEMPORARY HEARING EXAMINER SERVICES WITH LANGABEER, TULL & CUILLIER FOR $6,000 (AB94 -199) (TABLED AT THE 5110 MEETING) Starkenburg recommended two attorneys, Dave Cottingham and Jon Sitkin, on the temporary contract, who would then rotate as necessary. The dollar amount would remain the same ($6;000 total). Ed Good spoke. Nelson moved to recommend moving forward to approve this item. Nelson moved to recommend tabbling this item for further information. Motion carried unanimously. 1. BID AWARD RECOMMENDATION FOR PRE - LEVELING PROJECTS, AS FOLLOWS: (AB94 -282) • NORTH BIRCH BAY AREA TO THE LOWEST BIDDER, WILDER CONSTRUCTION COMPANY OF BELLINGHAM, FOR $70,910.00 INCLUDING TAXES Brenner moved to recommend approval. Motion carried unanimously. Finance Minutes, 5/24/94, Page 2 • SOUTH BIRCH BAY AREA TO THE LOWEST BIDDER, WILDER CONSTRUCTION COMPANY OF BELLINGHAM, FOR $62,180.00 INCLUDING TAXES Brenner moved to recommend approval. Motion carried unanimously. 2. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN AGREEMENT AMENDMENT WITH WHATCOM COUNSELING AND PSYCHIATRIC CLINIC TO INCLUDE THE TIME PERIOD OF 4/1/94 TO 12/31/94 FOR $54,941, A TOTAL OF $73,254 (AB94 -283) Marsha Gunning, Mental Health Coordinator, spoke. Brenner moved to recommend approval. Motion carried unanimously. 3. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN AGREEMENT AMENDMENT WITH CATHOLIC COMMUNITY SERVICES NORTHWEST TO INCLUDE THE TIME PERIOD 4/1/94 THROUGH 12/31/94 FOR $361220.50, A TOTAL OF $48,294 FOR THE ENTIRE CONTRACT (AB94 -284) Nelson moved to recommend approval. Motion carried unanimously. 4. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN AGREEMENT WITH EPICENTER ASSOCIATES FOR THE COMPLETION OF THE 1994 COUNTY COMPREHENSIVE SOLID WASTE MANAGEMENT PLAN REVISION FOR AN ADDITIONAL $8,400 (AB94 -285) Starkenburg moved to recommend approval. Motion carried unanimously. 5. REQUEST FOR AUTHORIZATION TO ACCEPT A $24,000 GRANT FROM THE PUGET SOUND WATER QUALITY AUTHORITY FOR JUVENILE COURT TO PUT JUVENILE OFFENDERS TO WORK IMPLEMENTING PORTIONS OF WATERSHED PLANS (AB94 -286) Finance Minutes, 5/24/94, Page 3 Steve Pause, Community Corrections Coordinator for the Juvenile Courts, spoke. Brenner moved to recommend approval. Motion carried unanimously. ITEMS BEFORE THE COUNTY -WIDE FLOOD CONTROL ZONE DISTRICT BOARD OF SUPERVISORS: 1. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ACCEPT A SCOPE OF WORK AND FEE AS PROPOSED BY GEOENGINEERS, INC. AND TO INCORPORATE BY LETTER OF AUTHORIZATION AN AMENDMENT INTO EXISTING CONTRACT 9403031 FOR $29,646 (AB94 -289) John Matzinger, River & Flood Engineering Manager, spoke, as did Jeff Monsen, Transportation Services. Starkenburg moved to recommend approval. Motion carried unanimously. 2. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ACCEPT THE SCOPE OF WORK AND FEE AS PROPOSED BY KCM FOR WORK ORDER #3 AND TO INCORPORATE THE ORDER INTO EXISTING CONTRACT #9310013 BY EXECUTING AMENDMENT NO. 2 FOR $146,656 (AB94 -290) Nelson moved to recommend approval. Motion carried unanimously. 3. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN AGREEMENT WITH CM TRUCKING AND CONSTRUCTION, INC., FOR CONSTRUCTION OF CHANNEL AND STREAM BANK REPAIRS (GLACIER SPRINGS /CANYON CREEK FLOOD DAMAGE REPAIR) FOR $660,932.59 (FEMA BEARING MAJOR PORTION OF COST, SOME BY GLACIER SPRINGS HOME OWNERS ASSOCIATION; COUNTY SHARE: $67,375) (AB94 -291) Brenner moved to recommend approval.
