June 28, 1994
The meeting was called to order by Committee Chair Alvin Starkenburg at
9:35 a.m. in the Council Committee Room, 311 Grand Avenue.

COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL:
RESOLUTION ON MANAGEMENT PRACTICES FOR COUNTY
OPERATIONS (AB94 -320)
Nelson moved to add on lines 8 -10 the word "all" before "..Departments, County
officials and their employees...".
Shirley Van Zanten, County Executive, spoke.
Starkenburg made the request to table this item and requested Van Zanten to
circulate this resolution and request comments from other department heads.
Nelson moved to table the resolution until the next Finance and Personnel
meeting.
Motion carried 2 -1 with Brenner opposed.
2. ORDINANCE AMENDING THE BUDGET, SUPPLEMENTAL REQUEST
#5 (AB94 -341)

Brenner moved to recommend amending the Supplemental Budget by removing
Items 1 and 2.

Motion failed 2 -1 with Brenner in favor.
Brenner moved to recommend amending the Supplemental Budget by deleting
$8,000 from the Parks Department Repair and Maintenance allocation.
Motion carried unanimously.
Nelson moved to recommend amending the Supplemental Budget by subtracting
$36,712 from Courthouse expenditure.
Motion carried unanimously.
Starkenburg moved to recommend that the full Council approve of the
Supplemental Budget as amended.
Motion carried 2 -1 with Brenner opposed.
COUNCIL "CONSENT AGENDA" ITEMS:
1. BID AWARD TO MULTIPLE BIDDERS FOR RENTAL RATES FOR
MAINTENANCE AND CONSTRUCTION EQUIPMENT AS LISTED ON THE
TABULATION (AB94 -352)

Brenner moved to recommend moving this item foward to the Council without
recommendation.
Motion carried unanimously.
2. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER
INTO AN AGREEMENT FOR STRUCTURAL DESIGN CONSULTANT
SERVICES FOR H STREET ROAD BRIDGE, GILES ROAD BRIDGE AND
SAXON ROAD BRIDGE SEISMIC RETROFIT TO NICHOLLS
ENGINEERING OF SPOKANE, WASHINGTON FOR $44,128.26 (AB94 -353)
Nasser Mansour, Road Engineer, spoke.
Brenner moved to recommend that the full Council approve this item.

3. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER
INTO A COLLECTIVE BARGAINING AGREEMENT BETWEEN THE
COUNTY SHERIFF'S DEPARTMENT AND TEAMSTERS LOCAL 231 FOR
DEPUTY SHERIFFS (AB94 -354)
Deane Sandell, Chief Deputy Sheriff, spoke.
Brenner moved to recommend that the full Council approve this item.
Motion carried unanimously.
4. REQUEST FOR AUTHORIZTION FOR THE EXECUTIVE TO ENTER
INTO A COLLECTIVE BARGAINING AGREEMENT BETWEEN
WHATCOM COUNTY CORRECTIONS OFFICERS AND COOKS AND
TEAMSTERS LOCAL 231 (AB94 -355)
Brenner moved to recommend that the full Council approve this item.
Motion carried unanimously.
5. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER
INTO AN AGREEMENT FOR A THIRD PARTY ADMINISTRATOR FOR
THE ADMINISTRATION OF WORKERS' COMPENSATION BENEFITS
WITH JOHNSTON & CULBERSON FOR APPROXIMATELY $24,000 (AB94-
356)

Nelson moved to recommend that this item be held in Committee to determine
goals and objectives of outside administration.
Motion carried 2 -1with Starkenberg opposed.
6. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER
INTO AN INTERGOVERNMENTAL AGREEMENT WITH THE
NOOKSACK INDIAN TRIBE TO PROVIDE THE TRIBE WITH
ALLOCATED FUNDS FOR GROWTH MANAGEMENT COORDINATION
IN THE AMOUNT OF $5,732 (AB94 -357)
Nelson moved to recommend that the full Council approve this item.

7. REQUEST FOR ACCEPTANCE OF PETITIONER'S BOND RELATING TO
THE FORMATION OF AN IRRIGATION DISTRICT TO BE KNOWN AS
WHATCOM AGRICULTURAL WATER DISTRICT (AB94 -273A)
Nelson moved to recommend that the full Council approve this item.
Motion carried unanimously.
