July 12, 1994
The meeting was called to order by Committee Chair Alvin Starkenburg at
9:30 a.m, in the Chambers Committee Room, 311 Grand Avenue.

COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL:
1. RESOLUTION REGARDING THE ROAD IMPROVEMENT DISTRICT
PROCEDURE (AB94 -336)
Speakers:
Jeff Monsen, Transportation Services
Keith Willnauer, Assessor
Philip Serka, Attorney, 400 North Commercial Street
Nelson moved to recommend amending line 29, page 3 of Amended Resolution
90 -53 to read: 'Review by impacted department entities including but not limited to
County Executive, the Auditor, the Assessor and the Treasurer."
Motion carried unanimously.
Brenner moved to recommend tabling this item until the second meeting in
September and get comments back from Jeff Monsen to have him bring forward another
version of it.
Motion carried unanimously.
2. DISCUSSION OF ACADEMY ROAD RID PETITION FEASIBILITY (AB94-
266A)
Speakers:

Brenner moved to recommend having the applicant pay the upfront costs up to
the hearing or bond.

Barbara restated her motion to proceed as far as the hearing /bond phase with the
proponents bearing the upfront costs at that point.
Motion carried unanimously.
Transportation Services Department will work on this item and then bring the
Council a resolution stating an approximate hearing date, as well as including this into
their budget package.
3. ORDINANCE CALLING FOR ELECTION OF A CHARTER REVIEW
COMMISSION (AB94 -344)
Ken Henderson spoke to this item.
Nelson moved to recommend for approval.
Motion carried unanimously.
4. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO
ENTER INTO AN AGREEMENT FOR A THIRD PARTY
ADMINISTRATOR FOR THE ADMINISTRATION OF WORKERS'
COMPENSATION BENEFITS WITH JOHNSTON & CULBERSON
FOR APPROXIMATELY $24,000 (AB94 -356) (REFERRED TO
COMMITTEE FROM 6128)
Larry Mans, Human Resources Manager, spoke.
Starkenburg moved to recommend for approval.
Motion carried 2 -1 with Brenner opposed.
5. RESOLUTION ON MANAGEMENT PRACTICES FOR COUNTY
OPERATIONS (AB94 -320) (REFERRED TO COMMITTEE FROM 6128)
Harris, as co- sponsor, spoke to this item.
Starkenburg moved to recommend for approval of Committee.
Motion carried unanimously.
COUNCIL "CONSENT AGENDA" ITEMS:
1. BID AWARD RECOMMENDATION FOR AUTOMATED GATE AND
FENCING AT THE CENTRAL SHOP TO THE LOW BIDDER,

(JOE PARCHER) FOR SPACE AT THE IRONGATE ROAD USED BY
THE ELECTIONS SECTION OF THE COUNTY AUDITOR'S OFFICE
FOR $10,700 (AB94 -380)

Motion carried unanimously.
ADDENDUM TO THE CONSENT AGENDA
3. WHATCOM CHIEF FERRY INSURANCE RENEWAL FOR POLICY
PERIOD JULY 18, 1994 - JULY 18, 1995 (AB94 -389)
Randy Watts, Prosecuting Attorney, spoke.
Starkenburg moved to recommend for approval.
Motion carried unanimously.
OTHER BUSINESS
Brenner is concerned about having an uncertified staff person on board on Smith
Road regarding county liability.
Tom Sutberry, Administrative Services, reported that Planning & Human
Resources are working on this issue and will make their report available to the Council.
