HomeMy WebLinkAboutCouncil November 21 1995WHATCOM COUNTY COUNCIL Regular Council Meeting November 21, 1995 The meeting was called to order at 7:15 p.m. by Council Chair Robert Imhof in the Council Chambers, 311 Grand Avenue. Also Present: Marlene Dawson Larry Harris Alvin Starkenburg Ken Henderson Ward Nelson ANNOUNCEMENTS Absent: Barbara Brenner Imhof announced pending litigation (AB95 -336) was discussed in executive session and that no decision was made. READING AND APPROVAL OF THE MINUTES FOR THE FOLLOWING MEETINGS: September 5 and 19, October 3 and 17, 1995 Regular Council; September 19, October 3, 17, and 31, 1995 Committee of the Whole; September 12 and 26, October 10 and 24, 1995 Special Council Dawson moved to approve the minutes. Motion carried unanimously. CANVASSING: Harris stated he will canvass on Monday; Imhof will canvass on Tuesday. OPEN SESSION The following people addressed the Council: Joe Schons, 2326 North Shore Road, Bellingham: County contract with RECOMP (AB95 -132B) Regular Council Minutes, 11/21/95, Page 1 1 PUBLIC HEARINGS 2 3 1. ORDINANCE ADOPTING THE FINAL BUDGET OF WHATCOM 4 COUNTY FOR THE YEAR 1996 AND RESTRICTING THE 5 EXPENDITURE OF CERTAIN FUNDS THEREIN (AB95 -276D) 6 7 Starkenburg reported for Finance and Administrative Services Committee and 8 gave an introduction to the process and thanked those involved.. 9 10 Bob Woods, Budget and Finance Analyst, gave a staff report. He listed 11 recommended changes that have been made by the Finance and Administrative Services 12 Committee to the budget so far. RESOLUTION ADOPTING THE 1996 SIX -YEAR PHYSICAL PLANT AND FACILITIES CAPITAL PROGRAM RELATING TO BUILDINGS AND FACILITIES FOR WHATCOM COUNTY (AB95 -434) Bob Woods, Budget and Finance Analyst, gave a staff report. He discussed the effect of the resolution. Imhof opened the public hearing. John Harding, 1520 Hemmi Road Dan Levy, 1728 Edwards Drive, Point Roberts Peter Frasier, Point Roberts Diane Trecker, 2147 Lummi Shore Road Shelley Damewood, 119 Kilarney Place, Point Roberts Lisa Jackson, 2193 Culp Court, Point Roberts Imhof closed the public hearing. Imhof stated that this item will be decided on at the next meeting on November. 28. Bob Woods requested Council Members give him their proposed changes to the budget over the weekend so he can work on appropriate language so the next meeting can be kept moving smoothly. He also noted he will be working on a resolution to be handed to the members on Monday. OTHER ITEMS 1. RESOLUTION AGREEING TO A DISTRIBUTION PLAN FOR ALLOCATING GROWTH MANAGEMENT FUNDS (AB95 -450) Nelson reported for Planning and Development Committee and moved approval. Motion carried unanimously. INTRODUCTION ITEMS 1. ORDINANCE CONSOLIDATING THE HEALTH, LAW LIBRARY AND PARKS FUNDS (AB95 -455) Regular Council Minutes, 11/21/95, Page 3 1 Woods reported this item was withdrawn on advice from counsel and will be 2 integrated into the budget process. 3 4 REPORTS AND OTHER ITEMS FROM COUNCIL MEMBERS 5 6 Dan Gibson, Council's counsel, noted a need for a meeting regarding Interlocal 7 Agreements. 8 9 Council of Governments: Henderson stated the Council of Governments meeting 10 approved the regional transportational plan. 11 12 WA -CERT (AB95 -201): Woods discussed the WA -CERT upcoming process. The 13 Council of Governments may do the WA -CERT prioritization process.
