Special Meeting
Friday, January 21, 1994
The meeting was called to order at 9:30 a.m. in the Council Chambers, 1000 N.
Forest Street by Barbara Brenner, Acing Chair.

APPOINTMENT OF THE CHAIR OF FINANCE AND PERSONNEL COMMITTEE
Nelson nominated Starkenburg.
Starkenburg was appointed unanimously by roll call vote.
1. DISCUSSION OF NEW BUDGET ORDINANCE AND OTHER RELATED
OPTIONS FOR THE 1994 BUDGET (AB94 -032)
The committee worked from the memo from Shirley Van Zanten, County
Executive, and the Proposed Amended Exhibit B, dated January 19, 1994.
Following discussion regarding District Court:
Nelson moved to recommend leaving the jury administrator position in but not
hiring until actual 1993 current expense ending fund balance is known and the Council
gives its authority to hire.
Motion carried unanimously.
Following discussion regarding Assessor:
Brenner moved to recommend striking the funding for the annual revaluation
program and supporting funding for one -half (6 months) Full-Time Equivalent (FTE) for
the purpose of adding new construction to the tax roll.
Motion carried unanimously.
Following discussion regarding Administrative Services:
Nelson moved to recommend support of the administration position that the
transfer of these three employees be delayed until there has been an opportunity for

further discussion.
Motion carried 2 -1 with Brenner opposed.
Nelson moved to recommend that the administrative staff bring forward a
proposal for the finalization of the transfer of these employees, with their concern that
there be a supervisory position, to the finance committee so it can be finalized in April.
Motion carried unanimously.
Following discussion regarding Revenues:
Nelson moved to recommend eliminating projected revenue for Bellingham
shared costs in County Criminal Justice Service until negotiations with Bellingham are
completed.
Motion carried unanimously.
Following discussion regarding Revised Property Tax Forecast:
Nelson moved to recommend using the revised forecast of "($83,869)."
Motion carried unanimously.
Following discussion regarding Developmental Disabilities Fund:
Nelson moved to recommend changing this position from a half -year position to a
full -year position.
Motion carried unanimously.
Following discussion regarding Revenues:
Brenner moved to recommend approval of the revised forecast to "($193,648)."
Motion carried unanimously.
Following discussion regarding Solid Waste Fund:
Nelson moved to recommend restoring the $166,000.
Motion carried unanimously.
Following discussion regarding Sheriffs Shortfall:

Nelson moved to recommend that the accountability issue for the Sheriffs
shortfall be brought up to the full Council.
Motion carried unanimously.
Following discussion regarding Jail Deputy:
This will be dealt with at a later Finance, Committee meeting.
Regular Meeting Time
Starkenburg moved to have Finance Committee meetings begin at 9:30 a.m.
beginning Tuesday, February 8, 1994.
Motion carried unanimously.
