SPECIAL PRESENTATION: WHATCOM COUNTY COMMISSION ON CHILDREN AND YOUTH INFORMATION ON THE BEST SELF PROGRAM FOR WHATCOM COUNTY (BY GEOF MORGAN) (AB94- 250) Council's "Consent Agenda ": 2. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN AGREEMENT WITH CHRIS D. CROOKES FOR CHILD ABUSE /SEXUAL ABUSE COUNSELING (AB94 -226) Brenner moved to recommend approval and forward to the Council. The motion carried. 3. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN AGREEMENT WITH NICHOLLS ENGINEERING OF SPOKANE FOR PROFESSIONAL ENGINEERING WORK TO LOAD RATE ALL REMAINING COUNTY BRIDGES FOR A SUM OF $19,991.11 (AB94 -237) Speakers: Jeff Monsen, Transportation Services Nelson moved to recommend approval of Item 3 as stated in the agenda. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN INTERLOCAL AGREEMENT WITH THE CITY OF BELLINGHAM FOR DEVELOPING A LOCAL ENHANCED 911 Finance Minutes, 4/26/94, Page 1 COMMUNICATIONS SYSTEM (CONTINUATION OF A PROCESS ALREADY APPROVED BY THE COUNCIL IN AB94 -144) (AB94 -144A) Speakers: Shirley Van Zanten, County Executive Brenner moved to recommend approval of Item 4 as stated in the agenda.. The motion carried. 5. BID AWARD RECOMMENDATION FOR AN AIR COMPRESSOR TO MAINTAIN ROADS AND BRIDGES TO THE ONLY RESPONSIVE BIDDER, NC MACHINERY COMPANY FOR $42,257.60 INCLUDING SALES TAX (AB94 -239) Speakers: Warren Laing, Fleet Manager, Whatcom County Jeff Monsen, Transportation Services Nelson moved to recommed for approval to the Council. The motion carried. 6. BID AWARD RECOMMENDATION FOR A TRUCK- MOUNTED WATER TANK TO REPLACE AN EXISTING ONE USED TO MAINTAIN ROADS AND BRIDGES TO THE LOW BIDDER, NORSTAR INDUSTRIES FOR $41,581.26 (AB94 -240) Speakers: Warren Laing, Fleet Manager, Whatcom County Starkenburg moved to recommend approval of Item 6 to Council. The motion carried. 7. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN AGREEMENT WITH THE STATE OF WASHINGTON DEPARTMENT OF LICENSING (DOL) WHICH MAKES WHATCOM COUNTY AN AGENT FOR THE DOL IN ALL THINGS RELATED TO THE LICENSING OF VEHICLES AND VESSELS AND OTHER RELATED DUTIES (AB94 -241) Speakers: Shirley Forslof, County Auditor Nelson moved to recommend approval of Item 7 to Council. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A COLLECTIVE BARGAINING AGREEMENT BETWEEN THE WHATCOM COUNTY HEALTH DEPARTMENT AND TEAMSTERS' LOCAL 231 - "CLERICAL AGREEMENT' (AB94 -242) Speakers: Larry Mans, Human Resource Manager Ken Henderson, Council Member Brenner moved to recommend approval of Item 8 to Council. The motion carried. 9. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT WITH JHK TRANSPORTATION CONSULTANTS FOR TRANSPORTATION PLANNING (AB94 -243) Speakers: Dan Taylor, Planning Manager Starkenburg moved to recommend approval of Item 9 to Council. The motion carried. 10. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN AGREEMENT WITH THE WHATCOM COUNTY COUNCIL OF GOVERNMENTS FOR ASSISTANCE IN RURAL TRANSPORTATION PLANNING EFFORT (AB94 -244) Speakers: Ken Henderson, Council Member Dan Taylor, Planning Manager Brenner moved to recommend approval of Item 10 to Council. The motion carried. 11. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN AGREEMENT WITH THE DEPARTMENT OF ECOLOGY FOR A GRANT TO REVIEW THE EXISTING LOCAL ENVIRONMENTAL REGULATIONS TO INSURE GREATER CONSISTENCY, SIMPLICITY, EFFICIENCY AND BETTER SERVICE TO THE COMMUNITY (AB94 -245) Speakers: Dan Taylor, Planning Manager Shirley Van Zanten, County Executive Finance Minutes, 4/26/94, Page 3 Nate Brown, Planning and Development Services Director Bob Anderson, Planning Consultant Starkenburg moved to recommend approval of Item 11 to Council. The motion carried. 12. AWARD OF BID TO BELLINGHAM HERALD FOR WHATCOM COUNTY'S OFFICIAL NEWSPAPER AND AUTHORIZATION FOR EXECUTIVE TO SIGN A CONTRACT WITH THE BELLINGHAM HERALD FOR SAME (AB94 -124A) Speakers: Nate Brown, Planning and Development Service Director Shirley Forslof, County Auditor Tom Sutberry, County Americans with Disabilities Act (ADA) Coordinator Nelson moved to hold until someone from the Herald comes to the Council meeting to address some questions regarding public notices. The motion carried. Other Items• 13. ORDINANCE AMENDING THE BUDGET, NO. 3 (AB94 -213) Speakers: Bob Woods, Budget and Program Analyst Shirley Van Zanten, County Executive Ramona Reeves, Clerk of the Council Jeff Monsen, Transportation Services Jeff Lyle, Health Department NF Jackson, County Clerk Starkenburg moved to hold recommendation until final Council balance is determined but to forward to Council. The motion carried. 14. ORDINANCE AUTHORIZING AN INCREASE IN THE COUNTY CLERK'S CASH DRAWER /CHANGE FUND (AB94 -214) Brenner moved to recommend approval and forward to the Council. The motion carried. 15. FLOW CONTROL CONTRACT AND POTENTIAL CHANGES TO FLOW CONTROL ORDINANCE (DISCUSSION OF GIBSON'S ASSESSMENT Finance Minutes, 4/26/94, Page 4 OF THE CONTRACT IN RESPONSE TO MOTION MADE AT 4/12 MEETING MAY BE DISCUSSED IN EXECUTIVE SESSION) (AB94 -222) This item was pulled from this agenda and will be discussed at the full Council meeting. Other Business Discussion: Transportation Services Personnel (Stores) to remain in Transporation Services Department or transfer to Administrative Services. Speakers: Jeff Monsen, Transportation Services Tom Sutberry, Administrative Services Shirley Van Zanten, County Executive Shirley Forslof, County Auditor It was suggested that either some time be set aside during a regular meeting to discuss this issue or schedule a separate meeting (a Committee of the Whole) to talk about the concerns of this issue.
