June 6, 1995
The meeting was called to order at 7 p.m. by Council Chair Robert Imhof in the
Council Chambers, 311 Grand Avenue.

ANNOUNCEMENT
Imhof announced a motion for a dismissal of an appeal filed by Joe Elenbaas
discussed in executive session (AB95 -216).
Imhof moved to concur with counsel that the 90 -day deadline had been met.
Motion carried 5 -1 with Brenner opposed.
Imhof moved to approve the motion to dismiss the appeal.
Motion failed 1 -5 with Brenner in favor.

Gordon Rogers, Council of Governments, and Dennis Tate of Tate and
Associates, spoke on this project. Jerry Shurz, Department of Transportation,
commented on the speed limits on the highway.

22 On Item 3, Starkenburg requested staff provide clarification of mapping. If there

34 1. DISCUSSION AND POSSIBLE ACTION ON THE SQUIRES LAKE
35 ACQUISITION (AB95 -217) (FROM 5/23)

37 Starkenburg reported for Finance & Administrative Services Committee that no
38 recommendation has been brought to the Council. The discussion held in committee
39 was that it is not appropriate to take any action on supplements that will cause any effect
40 on the Current Expense Fund. Discussion followed.

42 Roger DeSpain, Parks Department, spoke on this issue, as well as on the parcels
43 the Parks Department have as surplus. Discussion followed.

Imhof moved to approve the Squires Lake acquisition.
There was discussion on the motion.
Nelson moved to put this in the Land Bank while the issues are worked out.
There was discussion on the motion.
Henderson moved to table until the next meeting (June 20).
Henderson amended his motion to table until Tuesday, June 13, before the
Budget Retreat.
Motion failed 3 -3 with Starkenburg, Nelson and Dawson opposed.
Henderson moved to table until the June 20 meeting.
Henderson amended his motion to table until the July 5 meeting.
Motion as amended carried 5 -1 with Imhof opposed.
2. NEW APPOINTMENT OF COLEEN L. ANDERSON TO THE
SUBSTANCE ABUSE ADVISORY BOARD TO COMPLETE THE
TERM OF BETTY STRAND WHO HAD RESIGNED, TO RUN UNTIL
12/31/95 (AB95 -266)
Brenner moved approval.
Motion carried unanimously.
3A. REAPPOINTMENT OF MARK ANDERSON TO A SECOND FULL FOUR -
YEAR TERM ON THE PARKS AND RECREATION COMMISSION TO
RUN FROM 7/1/95 TO 6/30/99 (AB95 -266A)
Brenner moved approval.
Motion carried unanimously.
3B. NEW APPOINTMENT OF TOM RICHARDSON TO THE NORTH SOUND
REGIONAL NETWORK ADVISORY BOARD TO COMPLETE THE TERM
OF ADRIANNE HUNTER, WHO RESIGNED. THE TERM WILL EXPIRE

4. ORDINANCE AMENDING THE BUDGET, REQUEST NO. 6 (AB95-

5. RESOLUTION TO SELL SURPLUS PROPERTY (SHERIFF
VEHICLES) (AB95 -165A) (FROM 5/23)
Starkenburg reported for Finance & Administrative Services Committee and
noted the Sheriffs Department withdrew this item.
6. DISCUSSION /ACTION ON THE WHATCOM COUNTY 1996 FERRY
RATE (AB95 -231)
Starkenburg reported for Finance & Administrative Services Committee and
moved for continuance of the current ferry rate schedule.
Motion carried unanimously.
7. REQUEST BY THE WHATCOM COUNTY BOARD OF
EQUALIZATION FOR A PER DIEM PAY INCREASE FROM $75.00
TO $125.00 (AB95 -257)
Starkenburg reported for Finance & Administrative Services Committee and
moved for denial of the request.
Motion carried unanimously.
8. DISCUSSION WITH THE ADMINISTRATION REGARDING
ESTABLISHING A COUNTY PROGRAM TO COMPLY WITH A
DRAYTON HARBOR PROTECTION PLAN (AB95 -197) (FROM 5/23)
Henderson reported for Natural Resources Committee and moved to request the
Administration present a summary of identified action items with a description of how
those items address specific objectives, relative effectiveness, and associated costs.
Motion carried unanimously.

REPORTS AND OTHER ITEMS FROM COUNCIL MEMBERS
Budget Retreat (AB95 -276): Starkenburg reported that the budget retreat for
June 13 is from 10 a.m. to noon.
Point Roberts Council Branch Office (AB95 -277): Brenner will prepare
something for the Budget Retreat.
Urban Fringe Subarea (AB94 -120): Birchwood Association would like to set up a
Brown Bag luncheon. Brenner will check into this.
Benson Road Potholes (AB95 -278): Brenner will report on this at a later date.
Nooksack Tubers and Fish Run (AB95 -279): Henderson will report on this.
Nelson requested this be put in Planning and Development in two weeks at the June 20
meeting.
WA -CERT (AB95 -201): Bob Woods reported on the WA -CERT grant issue and
will issue a press release regarding this.
