SPECIAL PRESENTATIONS 1. Porter PUBLIC HEARINGS 1. DECISION ON PETITION TO VACATE A PORTION OF FRONT STREET RIGHT -OF -WAY, FILED BY HERMAN MEENK (AB94 -127) County Engineer Ed Henken explained the issues involved. Imhof opened the hearing. Mark Bratt, no address given The hearing was closed. Starkenburg moved to vacate the property as proposed. Motion carried unanimously. 2. INTERIM URBAN GROWTH BOUNDARIES: BELLINGHAM PORTION AND OTHER AREAS (AB94 -090) (CITY OFFICIALS WILL HAVE 10 MINUTES TO MAKE OPENING REMARKS, FOLLOWED BY UP TO 45 MINUTES OF PUBLIC TESTIMONY; COUNCIL MAY TAKE ACTION THIS EVENING) Imhof specified that due to the 45- minute time limit, citizens speaking should keep their comments short. He said he would not extend the time allowed for testimony. Imhof noted that the record for written testimony would remain open for a week. Patricia Decker, City of Bellingham, made a presentation. OTHER ITEMS NOMINATIONS TO FILL POSITIONS ON JOBS -BASED ECONOMY ADVISORY COMMITTEE (AB94 -156A) Imhof announced that the Council will nominate people to serve as three industry representatives, four business and economic development representatives, and two citizen representatives on the Jobs -Based Economy Advisory Committee. Successful nominees (those receiving four affirmative votes from the Council) will be forwarded to the Executive for appointment. Council confirmation of those appointments will follow at a later date. Council Chair Bob Imhof announced that with only three nominees for three positions, . a roll call was unnecessary, and all three names will be forwarded to the Executive. Four Business and Development Organizations: Imhof opened the nominations for the four business and development organization positions. Brenner nominated Bob Wiesen and Pat Jones. Dawson nominated Art Anderson, Wendy Ripley and Bill Geyer. Henderson nominated Robin Dexter. Starkenburg nominated Jack Swanson. Harris nominated Peter Cutbill, Lorna McGowan and Bruce Phillips. Lummi Water Issues (AB94 -033): Harris reported that he received a letter from Russ Meyer, the Governor's Office, explaining the status of the endeavor to settle water issues such as well approval, Georgia Manor and other matters. He said he would share the letter with Council Members. Lummi Island Ferry Bus Service (AB94 -197): Henderson reported that the bus service during the ferry shutdown does not seem to be operating well. Northwest Regional Council Review of Subcontractors for ADA Compliance (AB94- 270): Henderson reported that this agency is reviewing all of its subcontractors for Americans with Disabilities Act (ADA) compliance. Regular Council Minutes, 5/3/94, Page 5 Substance Abuse Board Drug Fund Concerns (AB94 -271): Nelson said the Board is worried about the $25,000 allocated by the Council for the Drug Fund. Starkenburg said this matter would be discussed in the Finance and Personnel Committee.
