HENDERSON MOVED TO TABLE THIS MOTION. Motion carried unanimously. Council on Aging Brenner talked to Rob Bunnett from this Council, and he advised not to nominate anyone. They are restructuring the board and may eliminate a Council Member. This nomination will be held for now. Discussion. HENDERSON MOVED TO SUSPEND THE RULES. Motion carried 6 -1 with Harris opposed. Imhof restated his motion: IMHOF MOVED TO ALLOW THE PUBLIC SERVICES AND SOLID WASTE ADVISORY COMMITTEE MEMBERS TO APPOINT THEIR REPRESENTATIVE TO THE SOLID WASTE ADVISORY BOARD AND THE WATER RESOURCE COMMITTEE MEMBERS TO APPOINT THEIR REPRESENTATIVE TO THE WATER UTILITY COORDINATING COMMITTEE. Motion carried unanimously. DISCUSSION ON LABOR NEGOTIATIONS (AB94 -006) DAWSON MOVED TO PLACE THIS ISSUE AT THE END OF THE AGENDA. Imhof accepted Dawson's motion as consensus. 3. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN AGREEMENT WITH ENVIRONMENTAL RESOURCE SERVICES FOR 1994 COMMERCIAL WASTE EVALUATION AND TECHNICAL ASSISTANCE SERVICE (AB94 -007) There being no report from the Finance and Personnel Committee, Solid Waste Division employee Jack Weiss and Nate Brown, Director of Planning and Public Services Department, addressed the Council on this item. HARRIS MOVED TO APPROVE THE CONTRACT AS PRESENTED. Motion carried unanimously. 4. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN AGREEMENT WITH ENVIRONMENTAL RESOURCE SERVICES FOR 1994 HOUSEHOLD HAZARDOUS WASTE (AB94 -008) There being no report from the Finance and Personnel Committee, Jack Weiss addressed the Council on this item. HARRIS MOVED TO APPROVE THE CONTRACT AS PRESENTED. Motion carried unanimously. 5. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN AGREEMENT WITH NEXT STEP ASSOCIATION FOR 1994 SECOND ARROW PROJECT (AB94 -009) Regular Council Minutes, 1/11/94, Page 5 NELSON MOVED APPROVAL. Motion carried unanimously. 6. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN AGREEMENT WITH NEXT STEP ASSOCIATION FOR 1994 THIRD ARROW PROJECT (AB94 -010) HARRIS MOVED APPROVAL OF THE REQUEST. Motion carried unanimously. Imhof said at some point the Council or Public Services may have a presentation by contractors. 7. RESOLUTION CANCELLING UNCOLLECTIBLE PERSONAL PROPERTY TAXES (AB94 -011) There being no report from committee, Treasurer Barb Cory addressed the Council. NELSON MOVED APPROVAL OF THE RESOLUTION. Motion carried unanimously. 8. RESOLUTION ACCEPTING THE TREASURER'S LIST OF PROPERTY TAX REFUNDS (AB94 -012) HENDERSON MOVED TO ACCEPT THE LIST AND APPROVE THE RESOLUTION. Motion carried unanimously. 9. RESOLUTION ESTABLISHING DATES FOR 1994 COUNCIL MEETINGS (AB94 -003) DAWSON MOVED APPROVAL OF THE RESOLUTION. Motion carried unanimously. 10. RESOLUTION SUPPORTING THE WHATCOM COUNTY LIBRARY SYSTEM (AB94 -019) Brenner clarified (adding words) this resolution to read: A RESOLUTION Regular Council Minutes, 1/11/94, Page 6 SUPPORTING WHATCOM COUNTY LIBRARY SPECIAL LEVY, WHICH IS TO BE VOTED ON FEBRUARY 8, 1994. ORDINANCE AMENDING WHATCOM COUNTY CODE SECTION 2.02, REGARDING WHATCOM COUNTY COUNCIL OPERATIONS (HEARING SCHEDULED FOR FINANCE COMMITTEE 1/25) 9. ORDINANCE AMENDING WHATCOM COUNTY CODE SECTION 2.78, ADDING A COUNCIL POSITION TO THE SOLID WASTE ADVISORY COMMITTEE (HEARING SCHEDULED FOR FINANCE COMMITTEE 1/25) REPORTS AND OTHER ITEMS FROM COUNCIL MEMBERS Tribal Relations (AB94 -055): Dawson requested general agreement from the Council for her working with Dan Gibson, Council's attorney, to develop a policy statement for the County Council to follow regarding government relations with the local tribes, which agreement would be approved by the Council. Her request was approved by consensus. In -House Management Training (AB94 -056): Dawson requested the Chair make available Bob Woods as an option to the Executive to do in -house management training. The Chair said he will mention this to the Executive. County -Wide Fee Policy (AB94 -057): Dawson requested consensus for Bob Woods to develop and meet in joint review with the administration regarding fee policy (park fees, etc.). This was approved by consensus. Sunset Clause on Regulations (AB94 -058): DAWSON MOVED TO ESTABLISH A POLICY OF THE COUNCIL BY RESOLUTION THAT A SUNSET CLAUSE BE APPLIED WHERE APPLICABLE TO REGULATIONS AT ONE, TWO OR THREE YEAR INTERVALS WHICH WILL FORCE A REVIEW AND EVALUATION OF REGULATIONS AND OTHERS THAT MIGHT INTERFACE WITH IT. ' Imhof suggested putting this item before a committee to work out the details on the resolution. Henderson said a committee of citizens may want to look at this, whereupon Imhof recommended moving this to the Planning & Development Committee to make the necessary recommendations. Budget Process /Blue Ribbon Panel (AB94 -041): Nelson referred to a memo he had regarding a blue ribbon panel to get citizen involvement with the budget process. Water Rights (AB94 -033): Harris mentioned a letter from the Lummi Tribe letter re: water rights in Whatcom County. The Water Resources Committee will discuss this Regular Council Minutes, 1/11/94, Page 8 issue on January 25. What should our role be in this matter? Extended Area Service (AB93 -328): Brenner reminded the Council about the Extended Area Telephone Service petition. Council Orientation Retreat (AB94 -059): The Clerk of the Council reminded everyone of the Council's retreat on Saturday, January 15. 2. DISCUSSION ON LABOR NEGOTIATIONS (AB94 -006) HARRIS MOVED TO GO INTO EXECUTIVE SESSION. Motion carried unanimously.
