The meeting was called to order by Council Chair Robert Imhof at 6:15 p.m. in
the Council Chambers, 311 Grand Avenue.

1. PROCEDURAL REVIEW OF THE SEPTEMBER 13 COUNCIL
MEETING
2. REMAND TO THE COUNTY COUNCIL FROM SKAGIT COUNTY
SUPERIOR COURT FOR A DECISION ON THE SOLE ISSUE OF
WHETHER RICHARD AND ANNE VAN KOLKEN'S APPLICATION
FOR A SHORELINE SUBSTANTIAL DEVELOPMENT PERMIT
MEETS THE REQUIREMENTS OF THE SHORELINE
MANAGEMENT PROGRAM IN EFFECT ON AUGUST 24, 1990
(REVIEW OF ISSUES WITH CIVIL DEPUTY PROSECUTOR DAN
GIBSON) (AB94 -454)
Civil Deputy Prosecutor Dan Gibson was present to advise the Council in this
matter.
Harris moved to go into executive session to discuss a quasi-judicial matter with
Council's attorney.
Nelson announced that in order to avoid an appearance of fairness problem, he
would not participate in the discussion. He left the room.
Motion carried 6 -0 with Nelson absent.
The meeting was closed to the public until its adjournment at 6:55 p.m.
