Also Present: Absent: Bob Imhof None Marlene Dawson Barbara Brenner Alvin Starkenburg Ken Henderson Ward Nelson Imhof turned the meeting over to Larry Harris, Acting Health Board Chair. 1. THE WHATCOM COUNTY COUNCIL WILL MEET AS THE WHATCOM COUNTY BOARD OF HEALTH TO DISCUSS THE FOLLOWING (AB95 -004): INTRODUCTIONS: NEW HEALTH DEPARTMENT ADVISORY BOARD MEMBERS WILL BE INTRODUCED. (5 MINUTES) The Board members were introduced: Steve Jilk, Lynden City Administrator, Vice Chair of the Board, Barb Revey, Director of Lummi Health Clinic; Peter Willing; Bill Palmer; Eunice Cole, R.N., Director of Nursing Services for a local nursing home; Catherine Stimpson; Dr. Greg Stern, Family Practice; and Ernesto Dias, Engineer with Georgia Pacific. SEWAGE LAGOON UPDATE: AT THE BOARD OF HEALTH MEETING ON 3/1/94, DR. JAMES WAS DIRECTED TO DRAFT A LETTER TO THE DEPARTMENT OF ECOLOGY FROM THE BOARD OF HEALTH REGARDING THE SEWAGE LAGOON LOCATED AT 2353 MT. VIEW ROAD, FERNDALE. AN ADMINISTRATIVE ORDER WAS ISSUED BY DOE IN JULY 1994. A BRIEF UPDATE WILL BE PROVIDED. He understands there may not be compliance with the order issued by the Department of Ecology in July 1994. In that case, further legal action will be necessary. Replying to a question from Brenner, he stated the DOE must find a way to enforce this administrative order. He hopes this will come to an end some time this year. In answer to a question from Nelson, he replied the apartment complex would have to be vacated while the sewer is connected from the complex to the City of Ferndale sewage system. ON -SITE SEWAGE REGULATIONS. A MEETING WITH THE BOARD OF REALTORS WAS HELD ON JANUARY 19 AND A MEETING WITH LICENSED DESIGNERS AND INSTALLERS IS SCHEDULED FOR FEBRUARY 1, 1995. THE BOARD OF HEALTH IS BEING REQUESTED TO SET DATE FOR A FORMAL PUBLIC HEARING. (5 MINUTES) Dr. Frank James, County Health Officer, spoke to this issue. The Washington Administrative Code (WAC) has been recently modified regarding meetings. In December, there was controversy over waiver procedures, specifically over multi -site waivers. The Department of Health's action was to modifiy the WAC pending the Department's ability to take the WAC back to the State Board of Health for modification. Now there is no waiver regarding multi -sites only. He then discussed the three basic categories of waivers being considered: those with standardized exceptions; those advocated by the proponents; and those that are geographically specific. HEALTH DEPARTMENT ADVISORY BOARD BYLAWS: THE HDAB HAS REVISED AND ADOPTED BYLAWS AND IS REQUESTING BOARD OF HEALTH APPROVAL OF THESE REVISED BYLAWS. THE HDAB WISHES TO DISCUSS PROTOCOL AND PROCEDURE FOR POLICY DEVELOPMENT AND COMMUNICATION BETWEEN ENTITIES (HDAB, BOARD OF HEALTH, COUNTY EXECUTIVE, COUNTY COUNCIL). FINALLY, THE HDAB WOULD LIKE TO REQUEST REGULARLY SCHEDULED BOARD OF HEALTH MEETINGS. ( 15 MINUTES) Steve Jilk spoke about defining the Board's role. He read from Ordinance 91 -40 regarding the duties /responsibilities of the Board, which are rather vague. The Advisory Board sees itself as an information- gathering board on the Council's behalf and is Health Board Minutes, 1/24/95, Page 2 1 requesting Council's approval of same and also the fact that it is being asked to review 2 all policies and regulations as they affect the operation of the Health Department and 3 make recommendations to the Board on the adoption of those policies. So the Board 4 plays a critical role in the development of the Council's policies for the operation of the 5 Health Department. 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 To ensure that the Board is taking the Council's direction and acting accurately and effectively on the Council's behalf, it asked for Council's consideration to meet on a regular basis (quarterly) to exchange information and update the Board as to policies and procedures Council wants the Board to work on. It would also provide Council with an annual report on its activites. Harris moved to adopt the bylaws of the Advisory Board of the Whatcom County Health Department and have quarterly meetings with the Advisory Board. Motion carried unanimously. Harris opened nominations for Chair of the Health Board for 1995. Imhof nominated Harris. Dawson moved to close the nominations. Motion to nominate Harris carried unanimously.
