HomeMy WebLinkAboutSpecial Council June 18 1996WHATCOM COUNTY COUNCIL SPECIAL COUNCIL WORK SESSION June 18, 1996 The meeting was called to order at 10:08 a.m. by Council Chair Ward Nelson in the Council Committee Room, 311 Grand Avenue. Also Present: Marlene Dawson Tom Brown Alvin Starkenburg Kathy Sutter Absent: Barbara Brenner Robert Imhof 1. DISCUSSION WITH THE STATE AND LOCAL WEED BOARDS REGARDING: SUPPLEMENTAL FUNDING; FEES CHARGED AS ASSESSMENTS; CIVIL INFRACTIONS; THE PLAN FOR 1996 AND A REPORT FROM 1995 (AB96 -235) Those speaking included: Laurel Baldwin, Coordinator, Noxious Weed Control Board Ray Fann, Chair, Noxious Weed Control Board Lori Penders, Washington State Weed Control Board Bob Woods, Council Budget and Program Analyst Baldwin distributed a handout (on file) and reviewed its contents. She also highlighted 1995 projects. Penders stated the state board is associated with the Department of Agriculture but remains independent as a board. It sets the weed fist every year, supports and assists county weed boards, and assists state and federal agencies. She noted the Department of Agriculture plays a minor role, serving as a county weed board when that county has no weed board (five exist). She spoke about funding options and the processes necessary to follow through on these options in order to obtain the funds. Topics discussed included: landowner compliance with notices sent; various weeds; biological releases; funding options; hot water test plots; objectives of the Weed Board; the role of Cooperative Extension in relation to the Weed Board; education; use of various agencies and groups for funding options and education; volunteers; newsletters; and enforcement. The Council can then decide whether fees or assessments need to be implemented in order to meet the goals and objectives of the Weed Board.
