The meeting was called to order at 11:05 a.m. by Acting Council Chair Alvin Starkenburg
in the Council Committee Room, 311 Grand Avenue.

Present from the Puget Sound Water Quality Action Team were: Tim Ransom, Bruce
Wolken, and Nancy McKay.
1. DISCUSSION WITH THE PUGET SOUND WATER QUALITY ACTION
TEAM REGARDING WATER QUALITY CONCERNS IN WHATCOM
COUNTY (AB96 -283)
Nancy McKay, Puget Sound Water Quality Action Team, gave background information
on the history and make up of the Action Team (handouts on file), as well as current information
on the Puget Sound Water Quality Management Plan.
Those also speaking included:
Sherilyn Wells, Watershed Defense Fund; Washington Environmental Council
Geoff Menzies, Drayton Harbor Shellfish Protection District
Craig MacConnell, Cooperative Extension
Becky Peterson, Nooksack Steering Committee
Kathy Bovenkamp, Bellingham Industries Association
Topics discussed included: intent of Council to participate in the Plan; state ecological
mandates; assessment funds; monitoring various animal populations, mineral growths, etc.;
prevention to reduce costs; monies available; DNA testing contamination; lack of coordination
among state agencies; septic repair; and shellfish beds.
