SPECIAL COUNCIL COMMITTEE OF THE WHOLE
May 28, 1996
The meeting was called to order at 11 a.m. by Council Chair Ward Nelson in the
Council Committee Room, 311 Grand Avenue.

DISCUSSION WITH PUBLIC WORKS DIRECTOR JEFF MONSEN REGARDING THE
COUNTY'S SIX YEAR ROAD PROGRAM (AB96 -212)
Jeff Monsen, Public Works, gave a brief presentation. He noted the process for this program needs to be
completed by June 25.
Nasser Mansour, Engineer, spoke briefly to budget and issues.
Vickie Harden - Woods, Planning and Development Services, addressed the Comprehensive Plan and the
Whatcom Connector. Michael Knapp, Planning and Development Services, also commented.
Topics discussed included: 1997 beginning fund balance; levels of service; upgrading state roads to all
weather; and financing for road improvement projects:
