The meeting was called to order at 1 p.m. by Committee Chair Barbara Brenner in the
Council Committee Room, 311 Grand Avenue.

COMMITTEE DISCUSSION
1. ORDINANCE AMENDING THE WHATCOM COUNTY CODE BY
CREATING CHAPTER 12.56, VICTIM MEMORIAL SIGN PROGRAM
(AB96 -285) (FROM 9/3)

Brenner moved approval.
Brenner moved to amend by adding to page 2, after line 4:

There was discussion on the motion. Topics discussed included: the lawfulness of the
proposed ordinance; definition of "location" and "proximity "; placement of signs on road
shoulders; size of signs; number of signs per location; definition of "road prism "; various statistics;
and sign liability. Brenner stated she will research the legality of this ordinance.
(Clerk's Note: As this meeting was considered a work session more than a regular
meeting, no action was taken on this proposed amendment.)
(Clerk's Note: Further discussion on this ordinance will be rescheduled for a later date
to be announced.)
2. ORDINANCE AMENDING THE WHATCOM COUNTY CODE BY
CREATING CHAPTER 12.60, WHATCOM COUNTY ROAD NAMING
SYSTEM (AB96 -196)
Those speaking included:
Ed Henken, Engineering
Mary White, Engineering
Henken, Engineering, gave a staff report. Due to lack of staff time, he asked the
committee not request his department change the numerical addresses.
Topics discussed included: staff time; cost of computerized mapping; accuracy of map;
private roads as a problem area; sharing resources /funding costs with other groups; i.e., fire
districts; the necessity of completing this issue; and the definition of "road ", "avenue", etc.
Sutter wanted to request the Executive take the lead role in gathering people so this issue
can be resolved.
Brenner wanted to add to that to request inclusion of the ordinance drafted by a citizens'
committee working on this issue.
Brenner opened the meeting to the public for comment. The following people spoke:

Gail Pattenaude, Road Naming Task Force Committee
Bob Lindquist, Road Naming Task Force Committee
Sutter moved to request the Executive contact various interested agencies to pool their
resources in order to complete a master road mapping system.

Motion carried unanimously.
Brenner requested a work session on this issue, which will be held Tuesday,
September 24, at 10 a.m. Also, a press release will be done.
