HomeMy WebLinkAboutPublic Works October 22 1996WHATCOM COUNTY COUNCIL Public Works and Capital Projects Committee October 22, 1996 The meeting was called to order at 10:06 a.m. by Committee Chair Barbara Brenner in the Council Committee Room, 311 Grand Avenue. Also Present: Absent: Tom Brown Kathy Sutter COMMITTEE DISCUSSION ORDINANCE AMENDING THE WHATCOM COUNTY CODE BY CREATING CHAPTER 12.60, WHATCOM COUNTY ROAD NAMING SYSTEM (AB96 -196) (Clerk's Note: This meeting is a continuation from the previous meetings of September 24 and October 8.) Those also speaking included: Mike Donahue, Engineering Ward Nelson, Council member Gail Pattenaude Greg Marshall Sr. Janet Nagel Brown moved to amend on page 7, lines 1 and 3: .............................. - "2. Ariz' a axlt tg�€ator on a legal lot shall be allowed rewr ovzl for permitted accessory dwelling unit." Motion to amend carried unanimously. Brown moved to amend on page 7, line 12: ................. "...and another address designation marker shall €i1 be provided at the .::..:..:...:. intersection of the...." Motion carried unanimously. Brenner moved to amend on page 7, line 13, add the following sentence: Public Works Minutes, 10/22/96, Page 1 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 Motion carried unanimously. Brenner moved to amend on page 9, lines 8 and 9: "The master . adoption of this ordinwice and shall maintain and keep it current thereafter." Motion carried unanimously. Brenner suggested a subcommittee be formed consisting of the fire chiefs, Engineering, What -Comm and interested parties regarding the accuracy of the master map. She also suggested possible use of the services of Metro Scan in Bellevue to assist with the mapping. Discussion followed. Brenner moved to amend the amendment on page 9, lines 8 and 9: "The Department shall develop a master.map of all public and private roads in Whatcom Count ` Y �on w�pt> axdzaa within and shall maintainer and p ;:current thereafter." Motion carried unanimously. More discussion followed on the above subcommittee. Brown moved to amend on page 9, line 16: "...be fined not more than , r €( 250. for each offense." Motion carried unanimously. Brenner moved to amend on page 9, lines 14 and 15: "...guilty of a civil offense and each day during 7!ILLch such violation is continued o, connnitted shall Constitute a separate offe tt; and shall...." Motion carried unanimously. Brenner moved to request the Executive to prepare a draft Request for Proposal (RFP) for developing a master map for public and private roads in Whatcom County.
