May 28, 1996
The meeting was called to order at 1:30 p.m. by Committee Chair Barbara Brenner in the
Council Committee Room, 311 Grand Avenue.

COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE CREATING A LOCAL WASTE REDUCTION AND
RECYCLING EDUCATION AND PROMOTION GRANT PROGRAM
(AB96 -191)
Jeff Monsen, Public Works, gave a brief presentation. He requested Council consider
appointments for a committee to review grant applications so this committee can begin work by
meeting next week.
Alvin Starkenburg, Council member, also commented.
Topics discussed included: surcharge; set aside monies for clean up; grants/loan program;
priorities; and waste reduction breakdown of where monies are going.
Sutter moved to recommend holding this item in committee until June 4 at 1:30 p.m. until
further information regarding monies is presented by Monsen.
Motion carried unanimously.
Brenner moved to recommend requesting Next Step to compete when this ordinance goes
before Council.
Motion carried unanimously.

INTERLOCAL AGREEMENT, ALLOWING FOR THE CREATION OF A
CABLE TELEVISION ADMINISTRATIVE BOARD (AB96 -213)

Sutter moved to recommend this item be held for two weeks in order to obtain the latest
contract language.
Motion carried unanimously.
