Special Public Works and Capital Projects Work Session
May 21, 1996
The meeting was called to order at 2 p.m. by Committee Chair Barbara Brenner in the
Council Committee Room, 311 Grand Avenue.

1. DISCUSSION REGARDING COUNTY CONSTRUCTION RECYCLERS
(CCR) AND CONSTRUCTION/ DEMOLITION DEBRIS AS IT PERTAINS
TO FLOW CONTROL (AB96 -154)

Jeff Monsen, Public Works
Stan Lenssen, CCR Neighbor
Dave Bader, CCR
Bob Muenscher
Regina Delahunt, Health Department
Larry McCarter, RDS
Alvin Starkenburg, Council Member
Bob Woods, Council Budget and Program Analyst
Kathy Bovenkamp
Jim Kaemingk, Lynden Mayor
Topics discussed included: leachate production; landfill sheetrock yielding gases; flow
control; field testing; CCR test results (handout on file); the demolition process; existing contracts
with the County and the competition; exemption of construction and demolition materials; the
clarifying resolution; the necessity for contracts; source separated materials; lack of incentives;
and profit vs. non - profit.
Monsen requested direction from Committee: Is Council going to amend the clarifying
resolution? What about negotiations with CCR?
Sutter requested Langabeer write up a list of legal questions so those questions can be
specifically addressed.

I Bader asked what the next step would be regarding this issue. Specifically, would Council
2 amend the Flow Control ordinance to exempt construction and demolition debris?
