May 14, 1996
The meeting was called to order at 1:32 p.m. by Committee Chair Barbara Brenner in the
Council Committee Room, 311 Grand Avenue.

COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A
DISPOSAL SITE AGREEMENT WITH OLIVINE CORPORATION
(AB96 -186)

Topics discussed included: unseparated waste (packet page 93); conflict with any other
contract (packet page 98, Section 5.2(b); operation grace period (packet page 100, Section
9.1.3); recovery capacity; waste ash; and Solid Waste Advisory Committee (SWAG) review.
Brenner moved to recommend approval with the stipulation that on Appendix A, level 2
capacity be reduced to 75 tons per day. This recognizes the additional most fair recovery possible
following incineration.
Motion to amend carved unanimously.
Brenner instructed the administrator (Public Works) to review the potential for beneficial
use of incinerator ash increasing capacity after review by staff and SWAC.
Sutter moved to recommend amending by reducing levels 3, 4, 6 and 7 capacities to 110
tons per day.

COMMITTEE (AB96 -196)

Brenner moved to recommend requesting Engineering staff to present to Council a
timetable regarding completion of a relational road map.
Motion carried unanimously.
OTHER BUSINESS
Chicago Title Insurance Company's complaint regarding the time limitations scheduled for
submission of real estate excise tax payments through the Whatcom County Treasurer's Office
(AB96 -121). This item was briefly mentioned, and Brenner stated she would contact the
Treasurer.
