March 5, 1996
The meeting was called to order at 1:30 p.m. by Committee Chair Barbara Brenner in the
Council Committee Room, 311 Grand Avenue.

COMMITTEE DISCUSSION ONLY
1. ORDINANCE AMENDING ORDINANCE NO. 95 -031, CONVERTING
ACCESSORY DWELLINGS FROM CONDITIONAL USES TO
ADMINISTRATIVE APPROVAL USES (AB96 -092)
Brenner noted the amendment would be to increase the square footage to 1350 sq ft. She
gave a brief background on this ordinance.
Discussion followed. Brown was concerned this ordinance could increasingly be an
excuse to circumvent the zoning code.

Vickie Woods, Planning Director

Alice Hawley (sp ?), 6648 Everson - Goshen Road

Woods recommended this item be returned to the Planning Commission (at its request) for
review.
Gibson noted the difference between a conditional use permit and administrative approval.
Discussion followed.
Speaking to growth management, Brenner stated there is very little increase in density
with the increase in the square footage.

I Brenner requested a list from Planning of those who have applied for accessory dwelling
2 permits and the number approved.

4 Further topics discussed included: compatibility; zone busting; and one -time condition
5 attached to an amendment.

7 It was agreed to discuss this item for possible action at the next committee meeting,
8 March 19.

10 Brenner noted there will be a work session on this item Tuesday, March 12, at 4 p.m.
