June 25, 1996
The meeting was called to order at 1:30 p.m. by Committee Chair Barbara Brenner in the
Council Committee Room, 311 Grand Avenue.

COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL
1. RESOLUTION WITHDRAWING THE MILL WHEEL MOBILE HOME
COMMUNITY FROM THE SERVICE AREA OF WHATCOM COUNTY
WATER DISTRICT NO. 10 (AB96 -221)
Sutter moved to recommend approval of the resolution.
Motion carried unanimously.
Sutter moved to recommend Council chair write a letter of recommendation to Water
District No. 10 requesting transfer of the 64 hookups to Sudden Valley.
Motion carried unanimously.
2. DISCUSSION AND POSSIBLE ACTION OF PUBLIC ACCESS ADVISORY BOARD
AND TCI (AB96 -252)

Sutter moved to recommend approval.
Motion carried 2 -1 with Brown opposed.

COMMITTEE DISCUSSION ONLY
1. DISCUSSION REGARDING THE AGREEMENT WITH ALOHA LUMBER
CORPORATION FOR TIMBER CUTTING RIGHTS ON CHUCKANUT
MOUNTAIN (AB96 -224A)
Roger DeSpain, Parks & Recreation, spoke to this issue. There was discussion.
Chair requested this item be returned to this committee July 9 with DeSpain and Gordon
Scott (former Parks & Recreation employee who was on negotiation committee regarding this
property) in attendance to discuss the $104,000 in question.
OTHER BUSINESS
Brown discussed DeSpain's June 10 memo to the Council regarding development and
operation of two parks by a private firm. This item will be placed on this committee's July 9
agenda.
