June 11, 1996
The meeting was called to order at 1:30 p.m. by Committee Chair Barbara Brenner in the
Council Committee Room, 311 Grand Avenue.

COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE CREATING A LOCAL WASTE REDUCTION AND
RECYCLING EDUCATION AND PROMOTION GRANT PROGRAM
(AB96 -191)
Jeff Monsen, Public Works, spoke to the Grant Program. He reviewed the individual
1996 Expenditure items (see attached).
Those also speaking included:
Carl Weimer, REsources
Bob Woods, Council Budget and Program Analyst
Fred Miller, Next Step Association
Brenner requested Monsen discuss potential usage sites with Dr. Frank James, Health
Department, and report back to this committee.
Sutter moved to recommend approval of the education and promotion grant program.
Brown moved to recommend (as a friendly amendment) providing a sunset clause, which
would expire on December 31, 1999.
Motion carried unanimously.
Brown moved to recommend approval for Sutter and Brenner to sit on the local Grant
Program Selection Committee as Council representatives.
Motion carried unanimously.
