The meeting was called to order at 1:30 p.m. by Committee Chair Barbara Brenner in the Council
Committee Room, 311 Grand Avenue.

1. DISCUSSION REGARDING THE COUNTY'S ROAD VACATION POLICY (AB96-
256)
Randy Watts, Prosecuting Attorney, spoke to this issue.

Topics discussed included: platted plots; definition of "open "; use of property; assessment rolls;
footage of requirement for road for reasonable use of egress and ingress; enforcement; non - automatic
vacations; quiet title; possible solution mechanisms; road purposes; common right -of -way; and policy
development.
Sutter stated she will discuss this matter with state legislative representatives.
2. DISCUSSION REGARDING THE DEVELOPMENT AND OPERATION OF TWO
PARKS BY A PRIVATE FIRM (AB96 -258)

Topics discussed included: fiscal effects on public services; demand for services; available funds for
services; Bay Horizon proposed plans; Washington State's park policy; revenue potential of proposed plan;
community use; ADA (American Disabilities Act) compliance; different camping groups (motorcycle
associations, etc.); South Lake Whatcom proposed plans; fees; and lease agreements.
Brenner moved to recommend Council request the Executive's Office, Parks and Recreation, and the
Sheriffs Office investigate further the South Lake Whatcom proposed plan.
Motion carried unanimously.
DISCUSSION REGARDING THE AGREEMENT WITH ALOHA LUMBER
CORPORATION FOR TIMBER CUTTING RIGHTS ON CHUCKANUT MOUNTAIN
(AB96 -224A) (FROM 6/25)

Brenner moved to recommend Council request the Executive contact Aloha Lumber Corporation to
see if they are amenable to buying back timber cutting rights.
Motion carried unanimously.
