The meeting was called to order at 1:30 p.m. by Committee Chair Barbara
Brenner in the Council Chambers, 311 Grand Avenue.

COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE REGARDING INTERIM ZONING CONTROL TO ADDRESS
PUBLIC MARKETS AS A TEMPORARY USE IN THE RESORT
COMMERCIAL ZONE (AB95 -254A)
Henderson noted that this ordinance expires in June 1996, which is when the
public markets open. The Planning Commission is backlogged, and this issue will be
unable to get on their agenda in sufficient time to allow a permanent change to take
place when it is needed in June.
Vickie Woods, Planning and Development Services, addressed the committee.
She noted this ordinance will not solve the problem. However, she stated she hopes the
Planning Commission will be able to do a "quick and easy change" that can be made.
She suggested the best way to deal with this item is to roll it into a temporary use in the
zoning code. Woods pointed out this ordinance does not meet the requirements of an
emergency ordinance.
There was much discussion, mainly about the phrase, "no outside sales" (outdoor
merchandizing). Other topics included seasonal uses; timing of ordinance; undeveloped
right of way; parking spaces required; restroom requirements; and emergency ordinance.

Motion carried unanimously.

Starkenburg moved to address the emergency ordinance prior to its expiration in
June and, if necessary, incorporate any items found to be in error into the ordinance now
before the committee.
Motion carried unanimously.
Henderson moved to send this item to the Planning Commission for their review
no later than September 1996.
Motion carried unanimously.

The meeting was adjourned at 2:10 p.m.
