HomeMy WebLinkAboutPublic Works August 6 1996WHATCOM COUNTY COUNCIL Public Works and Capital Projects Committee August 6, 1996 The meeting was called to order at 1:35 p.m. by Committee Chair Barbara Brenner in the Council Committee Room, 311 Grand Avenue. Also Present: Absent: Kathy Sutter None Tom Brown COMMITTEE DISCUSSION 1. ORDINANCE ESTABLISHING A DRUNK DRIVING VICTIM MEMORIAL SIGN PROGRAM (AB96 -285) Dorothy Gonsalves, representing Mothers Against Drunk Driving (M.A.D.D.), gave a presentation. Topics included: the number of alcohol related deaths in the County in the past five years; Whatcom County percentage versus Washington State percentage for alcohol related deaths; profiles of local victims; and proposed signage, including cost. Other speakers included: Janet Parker, local President, Mothers Against Drunk Driving Becky Weston Ed Henken, County Engineer Council member Brown expressed some concerns regarding possible discrimination against victims of other types of crimes; the number of signs allowable per road; and sizes of the proposed signs. Sutter moved to recommend changing the wording on page two of the proposed ordinance, item #5, to read, "...Public Works department shall be authorize determine sign locations, whether additional signs would be a hazard to the motoring public, and 1 also to determine when such sign is in need of replacement." Motion carried unanimously. Brenner moved to recommend approval as amended Motion to recommend carried 2 -1, Brown opposed.
