Also Present: Absent: Kathy Sutter None Tom Brown COMMITTEE DISCUSSION 1. DISCUSSION OF CHICAGO TITLE INSURANCE COMPANY'S COMPLAINT REGARDING THE TH E LMTATIONS SCHEDULED FOR SUBMISSION OF REAL ESTATE EXCISE TAX PAYMENTS THROUGH THE WHATCOM COUNTY TREASURER'S OFFICE (AB96 -121) Those speaking included: Adoline Brown, Chicago Title Bob Woods, Council Budget and Program Analyst Alvin Starkenburg, Council member Dave Simpson Mike Gish, Charter Title Topics discussed included: the current situation; the title companies' position; staffing of and funding for the Treasurer's Office; and possible solutions to the problem. The Treasurer's Office was not represented, though they were notified of the meeting. Brenner stated that this item will return to the agenda after the committee has had an opportunity to discuss this with administration. 2. DISCUSSION REGARDING EXTENDED AREA PHONE SERVICE (AB96 -138) Brenner noted there will be work sessions and public hearings on other avenues besides extending local services. The new Federal Telecommunications Law requires meaningful local competition. Workshops will be held April 22 and 23 in Seattle. Jim Kaemingk, Lynden's mayor, commented. Public Works Minutes, 4/2/96, Page 1 3. DISCUSSION REGARDING LUMNII SHORE ROAD CONCERNS (AB96 -130A) This item was discussed at this morning's Finance and Administrative Services Committee. COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. DISCUSSION REGARDING THE PROPOSED DISPOSAL SITE AGREEMENT FOR RECYCLING AND DISPOSAL SERVICES, INC. (RDS) (AB96 -120) (Clerk's Note: Item #2 was discussed first; however, there was no committee time left to discuss item #1.) 2. DISCUSSION REGARDING THE PROPOSED DISPOSAL SITE AGREEMENT FOR RECOMP OF WASHINGTON (AB96 -125) Brenner noted that this issue would be discussed before the RDS agreement since Council has attempted to have the RECOMP agreement completed before the RDS agreement. According the Public Works Director Monsen, both RECOMP and RDS were given the opportunity to submit their agreements at the same time. Jeff Monsen, Public Works, distributed handouts. He noted Council has three primary options regarding Appendix B: pursue on its own completion of Appendix B without SWAC's assistance; send it to SWAC for reconsideration; or accept SWAC's recommendation (adopt the original form of Appendix B). Those also speaking included: Marlene Dawson, Council member Carol Koljus Fred Miller Brian Parberry, Northwest Recycling Corkey Smith, Jr., Olivine Corporation Robert Ernst Troy Lautenbach, Munchkin Recycling Jim Kaemingk, Lynden Mayor Fred Monahan (sp ?) Brenner spoke to a possible work session on Appendix B. Sutter moved to recommend approval of the agreement without Appendix B, schedule a work session on Appendix B, and add Public Works' amendments regarding liability for existing ash pile and collection of surcharge. Motion carried unanimously.
