April 16, 1996
The meeting was called to order at 1:34 p.m. by Committee Chair Barbara Brenner in the
Council Committee Room, 311 Grand Avenue.

COMMITTEE DISCUSSION ONLY
1. DISCUSSION REGARDING THE COLLECTION OF SURCHARGES FROM
COUNTY CONSTRUCTION RECYCLERS (CCR) (AB96 -160)
Brown noted this item arose from a motion from Solid Waste Advisory Committee
(SWAG) regarding surcharge collection. He stated these fees need to be collected.
Jeff Monsen, Public Works, commented.

Alvin Starkenburg, Council Member
Dan Gibson, Council's Counsel
Sutter moved to recommend the County and CCR meet with this committee to settle this
issue and collect the surcharges.
Brown suggested a time frame be established, perhaps three months.
Sutter amended her motion to recommend requesting Administration to meet with CCR to
resolve past issues. The committee is also to meet with Council in executive session to discuss
any legal concerns.
Motion carried unanimously.

2. REQUEST COUNCIL DIRECTION FOR THE PREPARATION OF AN
ORDINANCE TO IMPLEMENT THE LOCAL WASTE REDUCTION AND
RECYCLING GRANT PROGRAM (AB96 -153)

Sutter moved to recommend requesting staff prepare an ordinance and examine the
possibility of having a loan program.
Motion carried unanimously.
3. REQUEST COUNCIL DIRECTION FOR THE PREPARATION OF
ORDINANCE AMENDMENTS REGARDING CONSTRUCTION AND
DEMOLITION WASTE (C & D) ENFORCEME NT AND EXEMPTIONS
(AB96 -154)

Alvin Starkenburg, Council Member
Topics discussed included: enforcement; regulation; Flow Control Ordinance; hiring a
full-time overseer, funded by surcharge fees, to oversee all illegal dumpings; enforcement cost
paid by violator; exemption basis; enforcement capability and prioritization; the Health
Department's role in this issue; and minimize recycling.
Brenner stated there will be a committee work session in two weeks, date and time to be
determined.
