September 24, 1996
The meeting was called to order at 2:33 p.m. by Committee Chair Alvin Starkenburg in
the Council Committee Room, 311 Grand Avenue.

1. REVIEW OF THE WHATCOM COUNTY COMPREHENSIVE PLAN, RESOURCE
LANDS/RECREATION ELEMENTS (AB96 -051D) (The committee will be accepting
written public comment only. People wishing to speak to the Council on this issue should
plan to attend one of more of the three scheduled public hearings.)
Starkenburg requested the public to submit their written comments as soon as possible
before the first hearing begins October 15.
Those speaking other than the above committee members and staff included:
Barbara Brenner, Council Member
Ward Nelson, Council Member
Tom Brown, Council Member
Dick Olson, Department of Natural Resources
Larry Simkins, Parks and Recreation
Galvin gave a presentation on agricultural and forest lands; Miller discussed mineral
resources; and Simkins answered questions on various issues regarding Parks and Recreation.
Topics discussed included: accuracy of the ag zone; Planning Services' timetable; concern
regarding the accuracy of the general soils map ( #23); cost analysis of policies; water rights; the
need for clear articulation of rural and commercial zoning; fire prevention outside commercial
forestry areas; development of commercial and rural forestry areas; forest practice activities;
maintaining a balance among ag and forest lands, mineral resources, and recreation areas; river
gravel issues; consideration of economic aspects of recreation areas; and tourism.

Olson spoke to maintaining open land. He noted funds are available.
