HomeMy WebLinkAboutPlanning October 29 1996WHATCOM COUNTY COUNCIL Planning and Development Committee October 29, 1996 The meeting was called to order at 2:31 p.m. by Committee Chair Alvin Starkenburg in the Council Committee Room, 311 Grand Avenue. Also Present: Marlene Dawson Kathy Sutter Absent: None COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. ORDINANCE AMENDING CERTAIN PROVISIONS OF TITLE 20, THE OFFICIAL WHATCOM COUNTY ZONING ORDINANCE, THAT REMOVE OPEN SPACE REQUIREMENTS IN THE GM, LII AND HII ZONES AND AMENDING THE DEFINITION OF OPEN SPACE AS IT IS APPLIED IN ALL ZONES (STAFF RECOMMENDS THAT THIS ORDINANCE REMAIN IN EFFECT FOR ONE YEAR TO ALLOW TIME FOR THE COMPLETION OF THE COMPREHENSIVE PLAN [AB96 -3571) Starkenburg noted the Planning Commission met on September 26, 1996 regarding this matter. He also reported a scrivener error on packet page 198: "WHEREAS, Council held a public i�reearing t." Terry Galvin, Planning and Development Services, gave a staff report. Dawson moved to recommend approval. Motion carried unanimously. 2. ORDINANCE AMENDING THE CHUCKANUT -LAKE SAMISH SUBAREA COMPREHENSIVE PLAN MAP FOR RESIDENTIAL RURAL TO URBAN RESIDENTIAL AND THE OFFICIAL WHATCOM COUNTY ZONING MAP FROM RURAL RESIDENTIAL TWO UNITS PER TWO ACRES W M) TO URBAN RESIDENTIAL FOUR DWELLINGS PER ACRE (UR4) FOR APPROXIMATELY SIXTEEN ACRES (AB96 -358) Carl Batchelor, Planning and Development Services, gave a brief report. Motion carried unanimously. COMMITTEE DISCUSSION ONLY 1. REVIEW OF THE WHATCOM COUNTY COMPREHENSIVE PLAN (AB96- 051A) (THE COMMITTEE WILL BE ACCEPTING WRITTENPUBLIC COMMENT ONLY PEOPLE WISHING TO SPEAK TO THE COUNCIL ON THIS ISSUE SHOULD PLAN TO ATTEND ONE OR MORE OF THE THREE SCHEDULED PUBLIC HEARINGS) Starkenburg noted that tonight's meeting will include the public hearing on Land Use /Capital Facilities. Sutter expressed concern about gravel mining in terms of mineral resource lands. She thought Council should make reference in the Comp Plan so the state requirements and regulations process can be understood by all. Ward Nelson, Council member, wondered if there were any contacts with anyone at the Meridian School District. Sutter stated she was looking forward to hearing about the industrial land supply study at tonight's meeting. Starkenburg called attention to Parks & Recreation Roger DeSpain's letter of October 23, 1996 regarding intent of a project in Smith Creek Park. He requested staff to respond in the next day or so. Nelson stated he is attempting to contact King and Snohomish Counties regarding Transfer Development Rights (TDRs). Sutter said she has been in touch with Yakima. Knapp noted Pete Kremen, County Executive, has submitted a letter to send to the governor regarding extension of time. The basis of this was the Growth Management Hearings Board's (GMHB) additional requirements as of September. Knapp replied in the affirmative. Sjostrom stated that Gordon Rogers, Council of Governments, is compiling a matrix for Council, which he hopes to give to Council by November 12.
