HomeMy WebLinkAboutPlanning June 25 1996WHATCOM COUNTY COUNCIL Planning and Development Committee June 25, 1996 The meeting was called to order at 3 p.m. by Committee Chair Alvin Starkenburg in the Council Committee Room, 311 Grand Avenue. Also Present: Marlene Dawson Kathy Sutter Absent: None COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL 1. RESOLUTION ADOPTING RECOMMENDATIONS FOR OPEN SPACE /OPEN SPACE, OPEN SPACE/FARM AND AGRICULTURE CONSERVATION AND OPEN SPACE/THABER APPLICATIONS (AB96 -246) Those speaking included: Jeff Griffin, Planning & Development Services Michael Knapp, Planning & Development Services Starkenburg moved to recommend approval of all applications as recommended by the Planning Commission with the exception of Woodside Church, which is to be acted on at the next committee meeting (July 9) (the church requested a hold for two weeks so a representative could be present for discussion). Motion carried unanimously. COMMITTEE DISCUSSION 1. DISCUSSION REGARDING ACCESSORY HOUSING WITHIN THE CONFINES OF THE WHATCOM COUNTY COMPREHENSIVE PLAN (AB96 -251) Those speaking included: Michael Knapp, Planning & Development Services Bill Florea, Land Use, Planning & Development Services Ward Nelson, County Council Barbara Brenner, County Council Planning Minutes, 6/25/96, Page 1 I Knapp presented a staff report. Discussion followed. 2 3 2. AFFORDABLE HOUSING FEASIBILITY STUDY (AB96 -250) 4 5 Those speaking included: 6 7 Paul Schissler (does the paperwork on block grant funds) 8 Michael Knapp, Planning & Development Services 9 Marty Snyder, Opportunity Council 10 Ward Nelson, County Council 11 Barbara Brenner, County Council 12 13 Schissler noted there is a state grant available for $24,000. A handout regarding a 14 proposed resolution was distributed (on file). 15 16 Starkenburg moved to recommend approval of a resolution authorizing an application for 17 state grant funds in the amount of $24,000. 18 19 Motion carried unanimously. 20 21 OTHER BUSINESS 22 23 Michael Knapp, Planning & Development Services, commented on the legislative reform 24 report regarding the permit process (handouts on file). 25 26 Terry Galvin and Bill Florea, both from Planning & Development Services, gave a 27 presentation regarding the permit process.
