Also Present: Marlene Dawson Kathy Sutter Absent: None COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. ORDINANCE RELATED TO LAND USE AND ZONING AND ADOPTION OF NEW ADMINISTRATIVE PROCEDURES FOR PROCESSING PROJECT PERMIT APPLICATIONS AS REQUIRED BY THE REGULATORY REFORM ACT, CHAPTER 36.20B RCW (AB96 -233) (FROM 6/25) Michael Knapp, Planning and Development Services Director, spoke to water verification and gave a brief staff report. Those also speaking included: Terry Galvin, Planning and Development Services Joe Elenbaas Bill Florea, Planning and Development Services Bob Woods, Council Budget and Program Analyst Ward Nelson, County Council Barbara Brenner, County Council Don Kerher Galvin pointed out the Planning Commission favored the TAC (Technical Advisory Committee) recommendation on outside assistance regarding permit overflow. The following were recommendations from Committee and Planning staff. Galvin noted by changing the language in the above section, this would allow language to be deleted on packet page 98, "Definitions, Project Permit or Project Permit Application ": "...building permits, subdivisions, binding site plan, planned unit developments, conditional uses, shoreline substantial development permits, variance, lot consolidation relief, site plan review, permits or approvals [note: this language is in the 1724 definition ] authorized by a comprehensive plan or subarea plan but subsection. PROPOSED AMENDMENT TO THE RESORT AT LILY POINT/PUD9 1 -000 1/ CUP91 -0042 (AB96 -253) Sutter moved to recommend approval. Motion carried unanimously. 3. ORDINANCE EXTENDING THE INTERIM ZONING ORDINANCE, CHAPTER 2.24A, UNTIL JULY 15, 1997 OR UNTIL PERMANENT ZONING IS ESTABLISHED FOR ALL AREAS WITHIN WHATCOM COUNTY JURISDICTION (AB96 -248) Michael Knapp, Director of Planning and Development Services, read the Conclusions of the ordinance and some of the Findings for the public who did not have copies of the ordinance. Starkenburg moved to recommend approval. Motion carried unanimously. 4. RESOLUTION OF INTENT REGARDING LAND USE PLANNING ON THE LUNaff INDIAN RESERVATION (AB96 -248A) Dawson gave some background information and distributed a handout. Michael Knapp, Director of Planning and Development Services, read the resolution for the benefit of the public who did not have copies of the ordinance. Discussion followed. Those speaking included: Bernice Brannan, 4097 Puffin Road Planning Minutes, 7/9/96, Page 5 Dennis Beeman, 4431 Salt Spring Drive, Ferndale Dale Petersen, 4052 Salt Spring Drive, Ferndale Chris Hintz (sp ?), 3411 Robertson Road, Bellingham Jim Colville, 3918 Salt Spring Drive, Ferndale Gordon Scott, Planning and Development Services Linnea Smith, 2808 Leeward Way, Bellingham Ward Nelson, County Council Dan Gibson, Council's counsel, commented to a specific question. Dawson stated she will develop a resolution for the July 23 meeting that would put the County in the lead position. Starkenburg moved to recommend holding in committee until July 23 for further study. Motion carried unanimously. COMMITTEE DISCUSSION ONLY 1. RECEIPT OF THE FINAL COMPREHENSIVE PLAN SCHEDULE (AB96 -042B) Starkenburg briefly gave some background information on this item. Michael Knapp, Planning and Development Services Director, gave a staff report. Discussion followed. 2. ORDINANCE REVISING WATER SUPPLY REQUIREMENTS FOR CERTAIN CLASS C AND D SUBDIVISIONS (AB96 -257) (THIS ITEMIS ALSO SCHEDULED FOR INTROD UCTTON THIS EVENING AND WILL BE SCHEDULED FOR A PUBLIC HEARING AT A LATER DATE) Sutter stated she would make a motion at tonight's meeting to recommend bringing this item forward to Planning and Development Services for review and possible action by the Planning Commission. OTHER BUSINESS A letter was received from Jeff Griffin, Planning and Development Services, regarding an application for an open space/open space issue in the Lynden area. It requested the three Planning and Development Committee members serve on a committee representing the County in this matter. There would be three members from the city of Lynden on this committee also. The committee members gave their approval to serve on this committee.
