The meeting was called to order at 3 p.m. by Committee Chair Alvin Starkenburg in the
Council Committee Room, 311 Grand Avenue.

COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE RELATED TO LAND USE AND ZONING AND ADOPTION
OF NEW ADMINISTRATIVE PROCEDURES FOR PROCESSING PROJECT
PERMIT APPLICATIONS AS REQUIRED BY THE REGULATORY
REFORM ACT, CHAPTER 36.20B RCW (AB96 -233) (FROM 719)

Dawson moved to amend the ordinance on page 3, Section 2.33.050.D.2., by striking
"names" and inserting "these agencies ".
Motion to amend carried unanimously.
442. To the extent known, identify other agencies that may have jurisdiction
over the project permit application. This WWE ffiNjj" shall be
included in the determination of completeness."
Galvin reviewed the recommended staff changes dated July 23, 1996. Woods suggested
Chair tonight move to work from the substitute ordinance dated July 23, 1996.

Dawson moved to amend page 4, E.2, by replacing the redline with "this period shall be
extended at the applicant's request in 90 -day increments".
Motion to amend carried unanimously.
" 2. The applicant shall have ninety (90) days from the date that the notification
was issued. to submit the necessary information to the County.
Starkenburg moved to amend by recommending the staff changes on page 10, numbers 1,
2, 3, 4, SEPA Amendments and Title 21.
Motion to amend carried unanimously.

Discussion items included: character of the development; physical characteristics of the
site and development; definitions of "legitimate reasons "; permit receipt and determination of
completeness; consistency review and staff report; and permit review limitations and notice of
final decision.
Starkenburg moved to amend to add c<11 to read:

Starkenburg moved to recommend approval as amended.

2. RESOLUTION OF INTENT REGARDING LAND USE PLANNING ON THE
LUN 1Ml INDIAN RESERVATION (AB96 -248A) (FROM 719)
Dawson moved to recommend approval of the resolution.
Michael Knapp, Planning and Development Services Director, commented briefly
(handout provided and on file).

3. RESOLUTION APPROVING RECOMMENDATIONS FOR 1996 WOODSIDE
CHURCH OPEN SPACE /OPEN SPACE APPLICATION (AB96 -246A)

The draft document was reviewed for discussion purposes only.
Starkenburg moved to recommend bringing forward for Council approval.
