The meeting was called to order at 3:05 p.m. by Council member Alvin
Starkenburg in the Council Committee Room, 311 Grand Avenue.

ELECTION OF COMMITTEE CHAIR (AB96 -015A)
Starkenburg opened the nominations.
Dawson nominated Starkenburg.
Hearing no further nominations, Starkenburg closed the nominations.
Motion carried unanimously.
COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL:
1. ORDINANCE ADOPTING INTERIM URBAN GROWTH AREAS IN
ACCORDANCE WITH THE GROWTH MANAGEMENT ACT, AS
AMENDED, AND IN RESPONSE TO THE GROWTH
MANAGEMENT HEARINGS BOARD (AB96 -019) (THIS ITEM IS
ALSO SCHEDULED AS A PUBLIC HEARING ON TONIGHT'S
REGULAR COUNCIL MEETING AGENDA)
Starkenburg stated there were two options: go forward the best to Council's
ability or defy the wishes of the Hearings Board.
Vickie Hardin- Woods, Director, Planning and Development Services, stated she
had a draft work schedule, corrected and more specific city and county maps, and
additional information on the growth areas (on file).

Starkenburg noted the committee's procedure would be to review the ordinance
page by page. Hardin -Woods commented /explained after each statement /question.
Brown requested on page 1, line 8, numbers 2 through 5 be deleted: WHEREAS,
said goals include (1) concentrating urban development to prevent sprawl and assure
adequate public facilities; (2) recognizing that development... ".
Hardin -Woods stated this came directly out of the Whatcom County Code.
Skip Richards addressed page 3, lines 25 -27, regarding reducing the market factor.
Bob Andersen commented on page 4 regarding possible additional language
regarding the County's history of beginning the process of growth management before it
was enacted by the state.

Brenner requested clarification as to which Comprehensive Plan is being referred
Lesa Starkenburg, attorney, had a question regarding public comments at the
public hearings.
Patricia Decker, City of Bellingham, commented regarding the language and
analysis of the draft clarification. She suggested additional language on Finding #2,
page 4, line 13, recommending "...':':':ttt draft Whatcom County Comprehensive
Plan... ".
David Davidson, Everson /Sumas Planning, commented on relying on the County's
boundaries.
Hardin -Woods gave a presentation regarding additional information, which
included: additional Findings and Conclusions; a set of more detailed maps than were in
the original packet; Urban Growth Area Analysis; City Urban Growth Area Analysis; a
Residential Land Supply Analysis; information from the Whatcom County Industrial
Land Supply study completed in August 1995; and the proposed County industrial and
commercial urban growth areas. She also reviewed the County Unincorporated
Residential UGAs.
David Davidson requested striking the first two sentences on Finding #9, page 5,
lines 7 -9 regarding submission of Findings by Sumas.
Dan Gibson commented.
Brenner had a procedure question.
Nelson commented on procedure.
Rick Simon, Ferndale City Planner, introduced himself and made himself
available for questions.
Brenner wanted to know if Ferndale had notified its citizens of the change in the
UGA boundaries.
Gibson noted there has been notification.
Bill Geyer questioned the maps on packet pages 258 and 288.
Bob Andersen commented.
On page 4, Patricia Decker handed out additional information regarding another
map (on file).
Bill Geyer commented on a city map; Decker responded.
David Davidson commented on Exhibit A -3 (Everson map).
Joe Burton requested clarification on corrected maps.
Bob Andersen requested additional language on page 5, line 18: "The intent of
the Plan is to categorize as many County Unincorporated IUGAs as possible."
Glen Henman briefed the committee on updated information regarding his water
district (Peaceful Valley) (page 6).
Sutter requested information (page 7) regarding the number of people assigned to
a dwelling unit.
Brown noted the rural school district needs an increased tax base (page 8).
Roger Almskaar asked if #27, lines 25 -16, weren't a conflict with page 9, lines 2
and 3. He also commented on Cherry Point ( #32) and #36, lines 24 -16, regarding
"resource lands ".
Dawson commented on Custer as well as Cherry Point, page 9, lines 13 -15, and
suggested substituting "will" with "may ".
Brown commented on #37, page 9, regarding adding two- thirds of Whatcom
County.
Sutter asked if this is sufficient industrial land.
Bob Tull, attorney, commented regarding industrial land.
1 Brown commented on public land statements (page 10, Section 41).

3 Brenner noted County is not working with virgin land and brought attention to the
4 uniqueness of the County.

6 Gibson commented on Brenner's concern (page 9, #34).

8 Page 7 of the packet (Conclusion): Bill Geyer requested prior SEPA analysis
9 references.

11 Hardin -Woods handed out the proposed adoption schedule.

13 Skip Richards asked if property owners being excluded from the draft version had
14 been notified. Hardin -Woods stated public notices appear only in the Herald. Decker
15 commented that no one had been excluded, so no notice was necessary.

17 Starkenburg, Brenner and Nelson commented.

19 Sutter moved recommend approval of the Adoption Schedule for the Whatcom
20 County Final UGA Boundaries (Exhibit Q.
