August 6, 1996
The meeting was called to order at 3 p.m. by Committee Chair Alvin Starkenburg in the
Council Committee Room, 311 Grand Avenue.

COMMITTEE DISCUSSION
1. DISCUSSION REGARDING THE WATER SHORTAGE PROBLEM AT
BIRCH BAY (AB96 -290)
Tom Anderson, Public Utility District (PUD) #1, gave a presentation on the overall water
issue at Birch Bay. Topics discussed included: Blain's wish to discontinue supplying water to
Birch Bay; alternatives for water sources; reasons for the decision to use the Portal Way route for
a new water line.
Other speakers included:
Pat Sizemore, Birch Bay Water and Sewer District
Michael Knapp, Planning and Development Services Director
Richard Langabeer, representing Fire District #7 and Fire District #13
Chief Russell, Fire District #7
Chief David England, Fire District #13
Warner Webb, Whatcom County Fire Marshall
Chief Robert Neal, City of Lynden
Other topics of discussion were: the fire hydrants that are required to be constructed along
a section of the Portal Way transmission line; funding for the required hydrants; conflicts between
fire code and County Growth Management policies; levels of fire protection for urban vs. rural
service areas; and using county appeals board for dispute resolution.
Michael Knapp, Planning and Development Services, will work with all parties involved to
develop a resolution to the problems and will report back to the Committee.

• Interlocal Agreement (AB96 -042A) Michael Knapp, Planning and Development Services
Director gave an update on the status of the negotiations.
• Comprehensive Plan (AB96 -042B) Michael Knapp, Planning and Development Services
Director, stated that his department would like to forward the chapters that are final and
ready to go, yet keep the chapters that still need to be worked on. The tentative time line
for hearings and approval can still be met. He then presented the video produced by the
Planning and Development Services Department regarding the Comprehensive Plan.
