February 20, 1996
The meeting was called to order at 11 a.m. by Committee Chair Marlene Dawson in
the Council Chambers, 311 Grand Avenue.

1. DISCUSSION REGARDING THE POSSIBLE ESTABLISHMENT OF A
MITIGATION BANKING PROGRAM (AB96 -075)
Bob Andersen gave background information. He noted that some form of
compensation is required regarding the wetlands regulations. Depending on the acreage,
either federal, state or local agencies are involved with these wetlands regulations.
His proposal would require a small recording fee for any proposed mitigation to be
entered into the County's GIS program. This would provide the County with a map of
mitigation sites, as well as a data base file. This clearinghouse makes it possible for the
marketplace to utilize mitigation information. Also, any letters of approval from various
agencies would be recorded here.
Vickie Hardin - Woods, Planning Director, stated she would like to study what the
impact would be on staffing. She also said more specifics would be needed on what to do
with this information once it is gathered. Discussion followed on legal review and tribal
involvement.
Bob Woods, Council Program and Budget Analyst, commented on certain language
in the ordinance. Discussion followed regarding voluntary vs. regulatory intent.
Skip Richards commented regarding the goal of this proposal and public
information. Further discussion followed.
Kathy Sutter agreed to set up a committee to include R.S. Andersen, a Planning
Department member, Dick Grout (from the Department of Ecology) and others to study
this issue and

integrate it into the Comprehensive Plan. Also, a legal review needs to be obtained. This
issue will be brought before the committee for a report at a later date.
