The meeting was called to order at 9:32 a.m. by Committee Chair Robert Imhof in the
Council Committee Room, 311 Grand Avenue.

COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE ALLOWING EXERCISE OF CONTRACT OPTIONS
WITHOUT FURTHER COUNCIL REVIEW (AB96 -293)
Brown moved to recommend approval.
Motion carried unanimously.
Dawson moved to reconsider this item.
Motion carried unanimously.
Dawson moved to amend packet page 2 of the ordinance, line 22:

2. RESOLUTION ESTABLISHING CRP 995013 AND APPROVAL OF AWARD

4. REQUEST ESTABLISHING THE COASTAL BIKE ROUTE, BIRCH BAY,
WASHINGTON, STPE - 2037(059) AND APPROVAL OF AWARD OF
CONTRACT TO THE LOW BIDDER, WHATCOM BUILDERS, INC., IN THE
AMOUNT OF $79,175.50 (AB96 -308)

OF 1 FTE PROBATION OFFICER AND 1 FTE CLERK (AB96 -309)
Gary Wood, Juvenile Court Probation, gave background information.
Imhof moved to recommend approval.
Motion carried 2 -1 with Brown opposed.
6. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER TASK
ORDER #8, #9 AND #11 OF THE NOOKSACK WATER USERS STEERING
COMMITTEE (AB96 -310)
Sue Blake, Planning, gave background information.

7. RESOLUTION SETTING THE HEARING AND NOTICE OF HEARING ON

OTHER BUSINESS
Budget Hearing Schedule (AB96 -215): The committee discussed the procedure for the
budget hearings. Imhof stated the Council needs to inform the Administration of its concerns
regarding a reserve fund and the desire to pay off the criminal justice system. The budget is due
in the Council Office by October 17. Bob Woods, Council Budget and Program Analyst, will
work with Administration.
Imhof suggested his committee review the proposed budget; if there are any questions, the
appropriate departments would be notified. This way, County monies would not be expended by
having all department heads come before the committee. The tentative schedule for these
committee meetings (work sessions) -- perhaps three- -would be on Thursdays from 9 a.m. to noon
with one meeting scheduled with certain department heads.
