Also Present: Absent: Tom Brown Marlene Dawson COMMITTEE DISCUSSION 1. COMMITTEE TO DRAFT RECOMMENDATIONS REGARDING THE 1997 WHATCOM COUNTY BUDGET (AB96 -367) Staff Also Present: Dave Wareing, Executive's Office Brad Bennett, ADA Finance Imhof noted this meeting is intended as a wrap up of the budget meeting process of the previous three weeks. Dave Wareing, Executive's Office, recommended that $5,000 be assigned to the City of Blaine to deal with Drayton Harbor related issues. A grant has just been awarded for approximately $180,000 to deal with septic systems in the Blaine area. However, the Growth Management Act must be complied with. issues. Imhof moved to recommend $5,000 go to the City of Blaine for Drayton Harbor related Motion carried unanimously. Brad Bennett, ADA Finance, pointed out that the above $5,000 is incorporated into the ordinance he just handed out (on file). Two technical corrections in the salaries and adjustments were approximately $5,000 more to Current Expense. Work release revenues were picked up: $6,400 in fees and $16,000 for meal reimbursements. Included in Imhof s list for review were: Theater request for $20,000 from hotel/motel tax (Bennett stated this was in the budget consistent with the resolution passed last year); Finance Minutes, 11/18/96, Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 '4 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 Nooksack Steering Committee is in the budget for $25,000; Lake Whatcom Management Plan is in the budget for $31,291; Executive's authority for the $100,000 is built into the budget; Superior Court Commissioner is tied to judges' salaries; Extra jail beds are in the budget at $29 for work release and $32 for minimum security, which totals $423,400 for 40 work release beds and $6,570 for 6 minimum security beds, which is a grand total of $429,970; Auditor's 0.5 FTE is included in the budget; and A Public Works Road Naming staff person is not included in the budget (came in late). Imhof moved to recommend approval of another $3,500 to Council members' travel budget to bring it up to $1,000 each. Motion carried unanimously. Janet Hanson,. Chair, Drayton Harbor Shellfish Protection District Advisory Committee, asked if there were any administrative funds for her committee. Imhof replied there were some funds the Executive has discretion over and said this should be examined between now and the first of the year. Imhof noted the public hearing would take place tomorrow evening, November 19, on the proposed budget. The vote could take place at that time or at the November 26 meeting.
